The UKHSA Publishing team leads the processing and publishing of UKHSA's content. This includes official statistics, public health guidance, incident response, scientific reports, surveillance reports, data, research and news. While that includes printed materials and a variety of media, publishing is predominantly to GOV.UK using the Whitehall Publisher CMS.

We do this by delivering services which meet and maintain the Government Digital Service (GDS) Digital by Default Service Standard (https://www.gov.uk/service-manual/digital-by-default). Understanding our users and their needs underpins everything we do. Our users include colleagues in local authorities, NHS and public health professionals, stakeholders including industry and the charity sector and the general public.,

The Senior Content Manager is responsible for leading a hybrid, flexible Publishing team comprised of specialist content design specialists and specialist content editors. As the managing editor of UKHSA's considerable GOV.UK output, the role is responsible on a daily basis for all priority publishing.

As well as daily publishing delivery the Senior Content Manager will line manage a team of 3 content designers.

This role reports to the Head of Publishing.

Main duties of the job

Your key responsibilities will include:

  • Line managing a team of 4 content designers
  • Manage the work of content designers working on GOV.UK
  • Scope, commission, write, edit and publish content to style, using Whitehall Publisher content management system
  • Lead on publishing project delivery, delivering projects that improve the publishing proposition and improving organizational delivery pipelines
  • Be a managing editor for UKHSA's content on GOV.UK, with responsibility for logging change requests and withdrawing and unpublishing content
  • Be the primary point of contact with the Government Digital Service's content team, responsible for allocating training and GOV.UK editing rights to the appropriate UKHSA staff and ensuring they follow GOV.UK guidance
  • Lead on gathering user needs related to published content, reviewing existing content against them, identifying content gaps and overlaps, and shaping and developing submitted content to meet user needs
  • Carry out light-touch user research (eg, qualitative interviews, workshops, testing days) and website performance analysis, and work with research and performance specialists
  • Draw on user research and analytics to develop content that meets users' needs
  • Manage relationships with subject matter experts to make sure content is accurate

You will:

  • manage the publication of all UKHSAs content on GOV.UK
  • take lead project responsibility for key Publishing development projects that improve publishing delivery and content presentation
  • work with senior stakeholders to embed accessibility compliance
  • lead an ambitious programme to develop an extended, expanded cohort of skilled devolved GOV.UK authors and monitor benefits to publishing operation and resource
  • co-ordinate and prioritise emergency publishing with relevant cross-government content providers and guidance functions
  • be responsible for the implementation of fast-moving public-facing content and maintaining accuracy in challenging circumstances
  • be the lead in developing and re-shaping relationships with GDS and representing UKHSA Publishing on the GDS managing editors group
  • be the departmental lead for development and extension of our Jira Service Desk workflow platform
  • manage and respond to user-feedback on GOV.UK pages and adapt content accordingly to meet user needs
  • be responsible for content design recruitment and internal and external content design training
  • be responsible for maintaining a robust out-of-hours publishing service (including during emergency incidents).
  • lead on the development of SOPs and best-practice publishing models
  • be responsible for any large-scale content migration projects
  • maintain legacy branded content and lead on strategy for retagging, rebranding or archiving this content if required
