Grade & Salary - Grade 7. National banding - £49,592 - £58,769 per annum. Outer London -£51,494- £60,528 per annum. Inner London - £53,396 - £62,286 per annum.
New entrants to the Civil Service are expected to start on the minimum of the pay band.
The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

Main duties of the job
Working to the NBN Programme Director, the PMO Lead will support and contribute to a variety of initiatives and priorities which align to key focus areas within NBN to help ensure a successful outcome.
The PMO Lead will provide effective leadership on project activities within NBN and provide a bridge between the team and service users to enable successful embedding and realisation of business benefits.
You will deliver through a team of project professionals, setting clear direction, building capability and leading through change. You will need to build and sustain close working relationships with external stakeholders and key partners such as technology, finance, HR delivery teams and business groups to ensure plans are credible, achievable, deliverable, and that risks are managed effectively.
NBN Team is delivering at pace so the PMO Lead will need to be comfortable with ambiguity and work with others to clarify the target state for each release of the service so an effective transition plan can then be formulated, delivered, and evaluated. The role will build relationships and work collaboratively with teams within the programme, across UKHSA networks and with Other Government Departments in support of business change. The ability to translate complex technical information into a clear and compelling narrative will be key.
About us
We are looking for a motivated PMO Lead to head the PMO function within the newly formed National BioSurveillance Network (NBN) team, which is part of Data, Analytics and Surveillance Directorate.
The PMO Lead will develop and implement well thought out governance, providing project risk management, effective progress reporting to plan and ensure effective information flows within NBN and across the wider programmes and partners. With a keen eye for detail and the bigger picture you will build highly effective working relationships with stakeholders to ensure governance is effective and be a key source of project information and metrics.
The NBN Alpha programme is a key component of the recently published HMG Biological Surveillance Strategy. The Cabinet Office tasked UKHSA with building the Discovery phase of the NBN last FY and the Alpha phase builds on that and develops a business case to be submitted as part of SR25 to allow the build of the Beta stage and beyond which will take us into a final product / platform circa 2030. As a result of the Discovery phase, we now have confirmation that UKHSA will received funding in order to complete the programme until March 30th 2025. The programme will consist of 5 Workstreams that were identified during the Discovery. Each workstream will have its own project lead and feed into the overall programme. This is an important programme which is being driven by the Deputy Prime Minister as part of a wider National Security policy.

- Leading, managing, and shaping the functions of the Project Management within NBN and provide expert support in this area.
- Accountability for the performance of the PMO functions within NBN and development of work programmes and resources to maximise cost-effectiveness within this business area.
- Prioritisation of new requirements as they emerge in your area and where applicable representing NBN in operational and governance forums.
- Understand the programme and project management functions operationally within UKHSA to ensure we implement and operate accordingly.
- Monitor progress and project delivery milestones, ensuring that deadlines are met.
- Identify, record, assess and take decisions on controlling risks and advise on mitigation. Ensuring project processes and standards are applied when managing risks and issues.
- Pro-active in anticipating and identifying issues and understanding underlying causes before providing solutions.
- Regularly feed into role specific reporting in line with methodologies across the NBN programme, as well as feeding into general governance processes
- Support the wider team as required depending on priority changes.
- Build up expert knowledge of operations, stakeholders, digital solutions and data, communicating with senior Civil Servants, delivering high profile updates and delivery to various audiences including providing input to advice and briefings for Ministers.
- Lead on secretariate functions, including facilitating groups and boards such as Expert Advisory Group, management board, steering committees as appropriate

Essential Criteria
- Experience of leading PMO portfolios at scale, including start up, planning, implementation, tracking and managing risks using recognised project management methodologies
- Experience of delivering complex projects or programmes at senior level
- Excellent communication and interpersonal skills with intellectual ability to influence, negotiate and apply innovative solutions to complex problems.
- Comfortable working with and building relationships with a diverse range of partners and team members at all levels, including senior Civil Servants, to achieve objectives.
- Excellent written skills with experience of drafting detailed documents. Good attention to detail ensuring quality and proficient with the use of Microsoft Office, including PowerPoint, Word and Excel packages.
- Team player and flexible in your responsibilities as the role develops.
- Skilled at working across and with a wide range of teams to collaborate on work.
- Ability to work at pace, under time pressure in a flexible manner whilst dealing with uncertainty.
- Ability to take an evidence-based approach whilst being organised and keen to learn new skills
