Working Pattern - Full Time /Flexible Working / Hybrid Working / Part Time/ Job Share

Grade & Salary - Grade 7. National banding - £49,592 - £58,769 per annum. Outer London -£51,494- £60,528 per annum. Inner London - £53,396 - £62,286 per annum.

New entrants to the Civil Service are expected to start on the minimum of the pay band.

The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

Main duties of the job

The type of work you can expect to lead and support on includes:

Developing robust economic cases using the latest evidence for UKHSA projects and programmes

Managing stakeholders including within the Department for Health and Social Care

Producing cost-benefit and cost-effectiveness analysis to guide UKHSA decision-making in reducing the spread of infectious diseases

Producing materials to build the agency's capability to produce economic cases, including training materials, templates and bespoke guidance.

Leading thought development on how health security impacts the economy, how we should assess its benefits to society and developing the evidence base to inform policy-making

Communicating your work with senior stakeholders and Ministers in a clear, convincing manner

Establishing quality assurance processes and providing advice on analysis and research produced by others

About us

The central economics team in UKHSA is expanding. We are looking for an economist to lead development of our business case offering including supporting projects and programmes across the organisation and managing a work programme to build the Agency's available evidence base. This is a great opportunity to be part of a growing and friendly team which is building the organisation's economics capability and a chance to shape its culture.

You will work with other experts (epidemiologists, data scientists and public health experts) to assess the economic costs and benefits of solving health security problems and to help build our understanding of how health security interacts with the wider economy.

A core part of the role will be leading the team supporting development of economic cases for UKHSA's key projects and programmes including major capital works such as a new Health Security Campus and transformation programmes. The use of the five-part business case model is still relatively new in the Agency and you will lead on embedding Green Book guidance and appraisal best practice into cases as well as developing the tools, guidance and other capabilities the Agency needs to make the most out of adopting the model.

To support the adoption, you will also lead a work programme to build the evidence base that can be used by those business cases.

You will work across the organisation on developing economic cases for key projects and programmes as part of the standard HMG five-part business case process. Mostly focused on applying your knowledge of economics and Green Book guidance to assess benefits and costs of different options and help the organisation come to a preferred approach. You will need to provide advice and quality assurance to some cases primarily written by other teams while for other cases your team will take the lead on drafting.

  • Lead a work programme building UKHSAs economic evidence base

You will apply existing methods, and identify new approaches, to provide insight to important health questions. There will be scope for the postholder to shape this work according to their interest, while also meeting the likely future demands of the organisation. It could include looking at new ways to value the benefits of surveillance programmes or the importance of building resilience. You will demonstrate an ability to manage projects and stakeholders across an organisation, and bring a strong intellectual curiosity with an interdisciplinary approach.

  • Provide analysis, insight and challenge.

You are open to learning more about the health domain from other experts while demonstrating the value that economics can bring to public health questions. You will need to develop clear high-quality analysis and be willing to challenge that of others. You will also take part in a Keyholder Panel process to review business cases, including potentially challenging senior stakeholders.

  • Build the Economic profession at UKHSA.

All the while, you will be at the forefront of building the role and reputation of the economic profession within UKHSA. Working with experts across multiple fields, you will showcase the value of economics to all colleagues as well as contributing to building an inclusive and welcoming community of economists.

Essential Criteria
