UKHSA's Global Operations Directorate, part of the Health Protection Operations Group coordinates a range of global health projects, including supporting UKHSA's commitment to the WHO Global Alert and Response Network (GAORN). The Monitoring, Evaluation, Reporting and Learning (MREL) senior officer will work alongside the MREL manager to develop a monitoring and evaluation framework for GOARN. WHO hosts the secretariat and operational support team for GOARN and have identified a need to develop an M&E framework for their new strategy (2022 - 2026). This will require working in partnership with the team in WHO HQ and with GOARN members from across the globe to ensure, monitor and evaluate successful delivery of this strategy, efficiency and at good value for money.

The post holder will provide quality, timely monitoring, evaluation and learning expertise to the GOARN management team to facilitate development of this M&E framework. The postholder will develop MREL processes and will facilitate the generation of evidence to inform reporting and identify key lessons to add value to the projects' delivery.

The post holder will be able to translate high quality evidence into pragmatic solutions to real world problems, ensure timely, relevant findings to feed into project decisions; support the generation of evidence to articulate and demonstrate clear results, impacts and value for money, even where harder to measure.

Main duties of the job

1. Develop and implement GOARNs M&E framework and plan This includes leading collaboratively with the GOARN team on:

  • Planning and developing monitoring, evaluation, and learning activities to enable reporting to senior internal and external stakeholders of GOARN activities
  • Qualitative and quantitative evidence generation across GOARN activities
  • Designing internal project evaluations
  • Interpretation of findings to inform learning
  • Building MREL knowledge and skills of colleagues in the GOARN secretariat

2. Review MREL systems and procedures to ensure project quality assurance and consistency across projects; both in HQ and regions.

3. Compile a variety of regular project monitoring data and information and analyse this to produce reports and other documentation for different internal and external senior stakeholders.

4. Ensure timely analysis of findings to translate evidence established through MREL activities into pragmatic solutions and advice to contribute to continuous improvement of project activities.

5. Source and share existing and emerging best practice and external developments in MREL of international development projects.

6. Occasional travel to WHO HQ, Geneva

STAGE 1 - APPLICATION & SIFT:

You will be required to complete an application form and a statement of suitability. Your Statement of Suitability should outline your skills, experience, and achievements, providing evidence of your suitability for the role, against the essential criteria (outlined in the person specification section). Your Statement of Suitability must not exceed 750 words.

Candidates might also be required to prepare and deliver a 5-minute presentation to the panel. This will be followed by a question-and-answer segment.
