You will be joining us at a critical time in the implementation of our Enterprise Resource Planning (ERP) system. Having already launched Finance modules and Core HR we are now moving to the next exciting phase of the programme - transforming how we recruit, develop, reward, and retain our employees through technology enabled people processes. As you will know from your own prior experience, implementing an HR system is not simply a system project, it is a business change programme, creating value in how we manage our most important asset - our people.
Main duties of the job
You will lead the next phase of implementation of Oracle Fusion HR and payroll functionality, defining our operating model in relation to employee and manager self-serve, determining business priorities for implementation, and revising and delivering against the benefits case and implementation plan. You will be required to quickly assess how we take the remaining implementation forward in order to maximise value and minimise risk.

Key responsibilities will include:
- Understand the UKHSA and people strategy vision and priorities and translate into delivery objectives of HR system functionality for the organisation, lead the programme to deliver the HR-related business case benefits and outcomes
- Create an implementation roadmap based on value, operational efficiency, and end user experience, defining key programme milestones
- Lead the change management aspects of the programme, understanding change impact, assessing business readiness criteria, redesigning processes and setting our engagement, communication and training strategy
- Work collaboratively with stakeholders across UKHSA, including our business ambassadors and Finance systems team (who will be responsible for running the system once implemented), as well as managing the relationship with Oracle and our implementation partner for this phase of the programme
- Ensure processes are clearly defined, simple and efficient in addition to providing assurance of the build integrity and implementation.
- Guide the organisation in any system or process impacts on its operating model and drive engagement in and adoption of employee and manager self-serve
- Oversee people data dependencies and ensure processes are in place to manage data integrity at point of creation
- Provide programme leadership in the form of:
- Providing direction and cascade clear vision, objectives and success measures; ensure individuals and teams feel sufficiently engaged, motivated and fully supported to deliver against their objectives; provide coaching and ensure individuals are continuously investing in their personal development
- Identifying, monitoring and mitigating delivery and operational project risks and issues.
- Effective governance and decision making, budgetary control, gate reviews and programme performance reporting.

- Creating and maintaining a stakeholder engagement strategy and plan and build partnerships and working relationships with key stakeholders.

- Journey to implementation - to integrate and operationalise the project outputs into business as usual (BAU) ensuring that activities are planned and completed to enable the business to implement the change and realise the benefits
