Job responsibilities
We are looking for a Delivery Manager to join our Technology team. Youll manage an agile portfolio of work, delivered by several multidisciplinary teams from a range of supplierswith a mix of internal resources. You may also manage a specific project at the same time, dependent on the portfolio scale and complexity. You will work on a range of citizen-facing change projects building sustainable capabilities to secure the nations health, removing blockers and working in partnership with users, policy makers, developers and senior managers.
Your job will be to create iterative plans to solve problems and deliver new services, focusing multi-disciplinary teams on whats important and getting the best value against constraints. Youll also be a senior member of the team with the opportunity to shape our delivery function to respond swiftly for the future. Youll build awareness and capability across UKHSA of Government Standards as we learn from the investment made during the covid pandemic and transition to repeatable services for a wide range of threats, delivering high performing services which satisfy our citizens and colleagues across a wide variety of organisations in the UK and beyond.

The essential criteria are:
- Demonstrable experience of leading product centric Agile squads, delivering user centredoutcomes using a range of Agile and lean tools and techniques, empowering agile teams to be self-organising, inclusive and continuously improving.
- Demonstrable experience in delivering successful digital products and services to standards such as GDS service standards
- Demonstrable experience of growing and nurturing Agile Delivery Management capability and coaching teams in good agile practice
- Demonstrate the ability to communicate effectively across organisational, technical and non-technical audiences.
- Communicate with others in a clear, honest and enthusiastic way in order to build trust and delivering difficult messages, being persuasive when required making sure all stakeholder expectations are managed.
- Experience and comfort planning, forecasting, estimating and delivering in an often uncertain and fast changing environment
You must have hands on experience of leading Agile teams throughout the product lifecycle. Were looking for people who have led several citizen facing deliveries of complex services and know how to manage uncertainty and complexity across products and programmes.
In the event of high application volumes, we will make an initial sift based on Agile Delivery Management experience.
Desirable Criteria:
- Government Product and Service Delivery Management experience including leading teams through GDS service assessments
- Degree educated discipline not important.
- Willingness to be assessed against the requirements for BPSS clearance

Selection Process
This vacancy is using Civil Service Success Profiles, we will assess your behaviours and experience.
Stage 1: Application stageAt sift stage you will be assessed on the essential criteria outlined in the advert
The application will be in the form of CV information entered into the application form and Statement of Suitability (up to 500 words) This should outline your skills, experience, and achievements, providing evidence of your suitability for the role, with particular reference to the Experience criteria or the essential criteria (outlined in the person specification section).
You will also be asked to provide information within the Employer/ Activity history section of the application form. This is equivalent to the information you would provide on a CV, setting out your career history. This will be used in the sifting process and will be scored.Please note: The system will allow you to write up to 1500 words but please do not exceed 1000 words. We will not consider any words over and above this number.

Stage 2: In person Panel Interview
All applicants that progress to interview will be assessed on the Civil Service behaviours and experience through Success Profiles.
When assessing strengths, we want to find out whether you and the job role are a good fit. By ensuring that the role is the right fit for you, you are more likely to enjoy it and perform well.
You will be asked to prepare and present a 10 minute presentation on a topic that will be sent to you prior the interview.This will be followed by a set of questions on your experience and how you can demonstrate the civil service behaviours outlined below.

There will also be questions about your knowledge and experience of delivering products and services through Agile delivery.
Reserve List:
Candidates who pass the interview criteria but are not offered a post will be kept on a reserve list for 12 months and may be contacted if similar roles become available.
If you are interviewed for the post and do not meet the required threshold for the specified grade, your application may be assessed against a similar, lower grade role and you may be offered the post should one be available.
