Job summary

Health & Care Jersey has an exciting opportunity for talented individuals to join our team and drive improvements in the provision of acute care for Jerseys islanders. With a new acute hospital build on the horizon, preparation for regulatory assessment underway and the need to shape and evolve our services that include considerations regarding off island contracting, there are complex and rewarding areas of work that will provide an exciting portfolio for the successful candidates. This role will require a motivated, experienced leader with a proven track record in building effective multi-professional relationships to deliver positive outcomes within an acute provider setting but also across a health system.

Main duties of the job

Health Care Jersey is seeking to recruit an experienced healthcare operational colleague to contribute to the collective leadership of the Medical Services Care Group. Accountable to the Chief of Service,the General Manager is a critical component of the senior leadership team for the care group with core responsibilities that include budget management, day to day operational oversight of service delivery and improvements to access and waiting list performance through capacity and demand modelling and business planning. The role holder will work as an effective member of the SLT, alongside Care Group Lead Nurses to provide visible and compassionate leadership to clinical and non-clinical colleagues in Health & Care Jersey. Predominantly working at Jersey General Hospital but also at The Enid Quenault Health and Wellbeing Centre (a new healthcare facility) they will line manage assistant general manager and care group administrative staff delivering both inpatient and outpatient services and care.

The Medical Services Care Group provides ambulatory and day care procedures across acute, general and speciality medical services.With comparably lower levels of activity than the UK, however there is scope for modernisation and system wide working to ensure effective services tailored to patients that promote preventative and admission avoidance alongside necessary high quality and effective inpatient care.The care group provides a varied and broad portfolio of leadership.

Health & Care Jersey is the integrated health care component of the Government of Jersey public service and incorporates Ambulance, Adult Mental Health, Social care, Community inpatient services alongside public health, screening services and island wide division to incorporate the complex nature of Jerseys health care provision that includes public and private entities.

Health & Care Jersey benefits from a small local population and a close-knit medical team as well as support from tertiary centres in the UK such as Southampton, Royal Marsden, Oxford, Cambridge and Great Ormond Street.

  1. Lead on the development of the strategic direction for the Care Group in line with the overall HCJ strategy and transformation programme, ensuring services are patient/client focused,efficient and viable and provide a quality experience within financial resources.

  1. Analyse performance data and trends to identify opportunities to improve services and recommend policy and legislative changes with relevant stakeholders to ensure services meet the needs of the Jersey population.

  2. Develop, plan and lead the implementation of new service initiatives or amendments, taking into consideration new technologies to support the best outcome for patients/clients.

  3. Lead and deliver change, acting as a role model and gaining commitment for continuous improvement from colleagues and motivating the workforce to overcome barriers and improve clinical effectiveness. Utilise recognised project management methodologies and ensure effective governance and reporting arrangements are in place for the Care Group to achieve service delivery objectives and realise target benefits.

  4. Implement, embed and maintain an effective clinical governance and risk management framework to drive improvement through measurement, analysis, research and implementation of strategic solutions, ensuring effective controls and in line with the overall HCJs Governance Framework.

  5. Responsible for ensuring effective safeguarding measures are in place to protect vulnerable adults and children including escalation to the appropriate bodies/agencies to provide support.

  6. Provide effective financial management aligned with maximising productivity to ensure delivery of performance outcomes.

  7. Ensure services within the Care Group are delivered in a person-centred way and clinical quality domains are met.

  8. Develop a cohesive, motivated and high performing team, ensuring effective operational management of all clinical and non-clinical functions.

  9. Ensure processes are in place to enable compliance with policies and procedures relating to care delivery and recognised standards.
