Job summary

The States of Guernsey are looking for a Registration and Inspection Officer to join the Quality and Patient Safety Team within HSC.

Main duties of the job

The main function of the role is to register and inspect care homes in Guernsey and prepare reports for the Head of Quality & Patient Safety, Health & Social Care. An inspection service is also provided for Alderney.Actively participate in implementing new legislation on registration and inspection locally, and monitor compliance with the legislation and voluntary code of practice. Advise staff working in public and private sector homes on relevant subjects and legislation etc.Provide expert advice to the public and private sector on registration and inspection issues.

Job description

Job responsibilities

1. Update, implement and evaluate tools for inspecting nursing and residential homes,which is compatible with the local code of practice.

2. One full Care Home inspection must be undertaken and reported annually. This maybe followed up with unannounced visits at the Inspectors discretion. Spotcheck visitswill be undertaken when any concerns are brought to the Inspectors attention.

3. Act to enforce legislation where necessary, in consultation with the Head of Quality &Patient Safety.

4. Provide an advisory service to care homes managers and owners.

5. Liaise with other professionals who inspect homes i.e. Deputy Chief Pharmacist, StatesFire and Rescue Service, Environmental Health Officers etc.

6. Compile an annual report on the activity and quality of Guernsey Care Homes for theDepartment and compile ad hoc reports as required.

7. Manage a database to track all activities leading up to the approval and registration ofnew homes. Actively manage the registration procedure, producing recommendationwhere required for Committee approval.

8. Liaise with people who wish to set up care homes in the Bailiwick and guide themthrough the registration process, advising on planning, equipping, staffing and otherissues as appropriate. To report on this to the Head of Quality & Patient Safety andprepare recommendations for Committee approval.

9. Actively participate in the implementation of new legislation and any associatedstandards for the registration and inspection of residential and nursing homes.

10. Reassess dependence of patients and residents when asked or when concerned aboutlevel of care intervention being given.

11. Monitor accidents/incidents and advise homes on outcomes.

12. Attend forums for managers to discuss the issues affecting care delivery.

13. Directly line manage the lead officer for Registrations.

14. Assist homes in increasing awareness of the evidence base of best practice.

15. Undertake other duties as required and agreed with the Head of Quality & Patient Safety.

16. Take all possible steps to safeguard the welfare and safety of service users, staff and oneself, in accordance with the Health and Safety at Work (General) (Guernsey)Ordinance, 1987 - attend MASH meetings and conferences for safeguarding asneeded.

Qualifications

Essential

  • Registered Nurse.
  • Hold a recognised level 5 management qualification.
