Job summary
As Associate Director of Finance - Strategy, the postholder will be a key member of the Finance Senior Leadership Team, will provide leadership for the financial management of the GM provider financial position, will play an integral role in the strategy and planning for the ICB, and will be an integral part of the Provider oversight and assurance regime for NHS Greater Manchester, to improve the health and well-being of the population.
Main duties of the job
The Associate Director of Finance - Strategy will be responsible for:
Management
- Providing day to day management of the Strategy team in order to provide effective support to the Corporate Director of Strategic Finance.
- Leading the development of improved ways of working within the team.
- Ensuring that all staff within the Strategy finance team are actively involved in setting annual objectives, have an annual appraisal, undertake regular CPD updates / activities, and attend mandatory training.
Planning
- Leading on behalf of the Corporate Director of Strategic Finance, the annual and Long-Term Planning Process across the ICS, ensuring appropriate guidance is issued, that all timetables are met, and appropriate submissions are made to NHS England.
- Providing updates as required to Annual Plans and Long-Term Financial Management Plans (LTFM).
- Developing the approach to and guidance for both annual planning and Long-Term Financial Management Plans.
- Leading on the co-ordination of Provider plans, presenting consolidated summaries, identifying areas for discussion with the senior finance team.
- Providing other financial advice and support to the Corporate Director of Strategic Finance, Deputy Chief Finance Officer, Chief Finance Officer, and other senior members of NHS GM as required.

- CCAB qualified accountant, with full membership and preferably with significant post qualification experience.
- Masters level qualification or equivalent experience
Knowledge & Experience
Essential
- Significant and demonstrable experience in health, care, or related sectors essential, and specifically in NHS provider organisations.
- Substantial experience of operating at a senior management level and leading within a complex regulated environment, particularly in financial management in NHS Provider organisations
- Experience of navigating complex stakeholder relationships at senior level across health and care systems
- Experience of negotiation and influencing with senior staff across health and care systems.
- Able to lead complex and sometime contentious change and transformation at significant scale with multiple partners at system level
- Extensive knowledge of the health, care, local government and public services landscape and an understanding of the social determinants of public health.
- Knowledge of current thinking on practices which reduce health inequality, improve patient access, safety and being well led.
- Sound understanding of financial planning and budgeting
- A proven track record of driving improvements in performance and standards of care and delivering change within an organisation.
- Significant experience in leading and developing system strategy across multiple partners and stakeholders across health and care and wider public services, achieving consensus and managing successful delivery
