Job summary

We are looking to recruit an Associate Director of Finance in the Bolton Locality.

NHS Greater Manchester Integrated Care (NHS GM) is responsible for planning and allocating resources to meet the four core purposes of the Integrated Care System, namely: to improve outcomes in population health and healthcare; tackle inequalities in outcomes, experience, and access; enhance productivity, efficiency and value for money; and help the NHS support broader social and economic development. Within this context, as NHS GM develops as a statutory organisation, a significant challenge will be to determine how it effectively supports and enables place-based and local partnerships to take necessary action that will improve population health outcomes and reduce inequalities (i.e. the unfair and avoidable differences in health, and between different groups within society).

Accountable to the NHS GM Deputy Chief Finance Officer (DCFO), the Locality and Programme Finance Lead (LPFL) will be responsible for supporting the Chief Finance Officer and Place Based Leads in the leadership, stewardship and development of NHS GM's financial regime. The LPFL will be required to work closely with the DCFO and the senior finance leads across the system on a wide range of issues.

Main duties of the job

The post holder is accountable to the NHS GM Deputy Chief Finance Officer and will be expected to work with the Senior Finance leadership team.

The role will support NHS GM to build partnerships at place including provider collaboratives, public health, primary care, local government, voluntary and community sector, other partners and local people to make real transformational differences for the population through local, regional and national forums.

The role will support NHS GM in development, implementation, and transformation through involvement in the system priority long term programmes of work leading a specific programme(s) of work from a financial perspective.

The post holder will report the current financial position of the locality delegated budgets in an accurate and timely manner to the NHS GM Senior Finance Leadership, ensuring compliance with all GM reporting requirements.

As a qualified accountant, individuals in these roles will be accountable for their own practice and conduct in the role.

To work closely with the Place Based Lead / Directors and wider locality leaders and stakeholders to deliver the objectives of the Locality strategic plan ensuring this is underpinned by a longer term financial plan which aligns with the NHS GM Financial Strategy.

To deputise for the NHS GM Deputy Chief Finance Officer, including representation at NHS GM Boards/committees and other key meetings, where required.
