Job summary

NHS Greater Manchester Integrated Care (NHS GM) is responsible for planning and allocating resources to meet the four core purposes of the Integrated Care System (ICS), namely:

  • to improve outcomes in population health and healthcare;
  • tackle inequalities in outcomes, experience, and access;
  • enhance productivity, efficiency and value for money; and
  • help the NHS support broader social and economic development.

Within this context, as NHS GM develops as a statutory organisation, a significant challenge will be to determine how it effectively supports and enables place-based and local partnerships to take necessary action that will improve population health outcomes and reduce inequalities (i.e. the unfair and avoidable differences in health across the population, and between different groups within society).

Main duties of the job

We are looking for an experienced Associate Director of Finance to lead the health finance programme in Oldham.

The post holder will support the Place-based Lead but will be expected to work across Greater Manchester ICS key programmes of work as well as help progress a more integrated place-based way of working.

It is a crucial role and presents an exciting challenge for the somebody who is not just a qualified accountant but somebody who has vision and exceptional relationship building skills.

Lead the local team to provide effective financial business partnering to the delegated budget holders within the locality.

Lead the financial reporting of delegated budgets to the Locality / Place Board and to NHS GM financial control team.

Lead the development, implementation and financial monitoring of agreed efficiency schemes for delegated budgets, ensuring appropriate challenge is made where delivery is off trajectory resulting in agreed actions to address.

Support strategic financial planning with key partners in the Locality/Place to support delivery of locality plan ambitions, utilising tools such as pooled budgets and section 75 arrangements where appropriate.

Co-ordinate, organise and coral finance leaders across the Locality to ensure delivery of the financial strategy and any associated financial plan.

Support the development of strategic partnerships across the public, voluntary and commercial sectors within place by developing and implementing financial management and integrated business strategies developed with partners in Place / Locality.

Responsible for developing policy and procedures across all relevant financial services, which will impact across the whole system.

Ensure financial policies, regulations, procedures and controls are all complied with. Where appropriate support the Financial Governance lead in review and development of policies, procedures and controls for NHS GM.

Carry out financial feasibility and risk analysis studies on new initiatives, projects and schemes for the areas of locality / place based delegated responsibility to ensure most efficient, effective and economic use of resources.

Working with partners at a system level contributing to a priority programme of work, leading form a financial perspective to carry out financial feasibility and risk analysis studies on new initiatives, projects and schemes, ensuring the most efficient, effective and economic use of resources.

  • CCAB qualified accountant, with full membership and preferably with significant post qualification experience.
  • Evidence of continuing professional development.
