Job summary

An exciting opportunity has arisen in the Heath Board to assist in the implementation of Welsh Governments new recycling regulation requirements. Working within a small section of the Estates department the position will also undertake a wide range of Environmental audits.

Main duties of the job

Undertake a wide range of audits, within the Estates Technical; Services Disciplines. Conduct audits in accordance with Health Board policies and procedures across all Health Board premisesAssist Technical Services Officers with service improvements which will include progressing compliance to the recycling agendaCo-ordinate the collection of data producing a variety of reports to highlighting good practice and non-compliance in relation to Waste Energy and Environmental Management and be first point of contact for advice and guidance.Leading on the implementation of Waste Recycling schemes to address the Environment Act (Wales) and provide ongoing compliance auditing Health Board wide services and functions to investigate and provide remedial actions for non-compliance.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

As first point of contact to investigate and respond to queries from suppliers, external agencies and departments regarding WEA within the Health Board providing technical advice and guidanceLiaise with the relevant Environmental Regulators, Local Authority, Water Companies, Contractors etc to ensure the health board is compliant to its regulatory obligations communicating and change or updates to the Technical OfficerRequired to proactively engage with a range of staff within the Health Board, ensuring the Health Board meets its objectives in energy and environmental targets across all directorates within the organisation this will involve using tact and persuasive skills to ensure staff are following guidelines and objectives.

Investigate miss-consigned waste e.g. include Sharps waste incorrectly disposed creating a major incident for the health board etc. providing reports for the Technical Officer and the department concerned.Required to implement new systems and procedures as a result in service changes to operating and legal requirements/practices.

Assist the Technical Services Officers in the preparations of budget reports which will feed into projects identified via surveys to undertake to improve health board compliance with WEA.

Responsible for ensuring all records and reports are maintained using electronic and paper-based systems as well as updating relevant databases including specific bespoke systems e.g. Energy Monitoring and Targeting software (T.E.A.M), Estates Performance Management System (E.F.P.M.S), Clinical Waste Referral database / portal and the Estates Managers Systems (Condition Appraisal database) in order to analyse data and produce audit reports.Provide monthly reports on environment and other incidents applicable to the Technical Services Department that occur within the Health Board.
