Key Tasks and Responsibilities of the PostContribute and participate in the coordination of all aspects of the HEPMA implementation and dependent systems within Swansea Bay UHB/national systems e.g. Welsh Clinical Portal / WelshPAS.
Lead the configuration of the HEPMA software providing specialist knowledge input from their relevant field.
Provide specialist advice to end users on the HEPMA system by developing, delivering and auditing a specialised training programme.
Responsible for the development and implementation of policies and procedures to ensure safe medication practice with HEPMA.
Undertake and support research and audit of the HEPMA system implementation and benefits realisation, and report on findings at local and national level.
ManagementPlan and direct activities within the HEPMA team, working closely with the E-Prescribing Pharmacist, Programme and Project Managers, to ensure that the implementation, maintenance & optimisation of the HEPMA system is effectively deployed in a safe manner.
Manage the development and delivery of training relating to all aspects of the HEPMA and other medicines-related technical solutions.
Manage interruptions, variations and problems, as and when they arise.Demonstrate a high level of competency in the use of presentation aids and communication skills in the delivery of training to small and large groups of staff from a variety of professional backgrounds.
Work with the wider digital team to ensure that the IT security policy is fully implemented ensuring that there is no unauthorised access, and that patient confidentiality is always maintained in accordance with GDPR legislation.

Undertake mandatory training and other training as required and keep informed of developments within area of working practice.
Identify own personal development needs and provide evidence of continual professional development in order to meet the requirements for any professional revalidation.
Ensure professional competency through continuing professional education and in line with the relevant clinical body e.g. General Pharmaceutical Council (GPhC).
Service DeliveryProvide a full range of application, end user and system support for HEPMA system ensuring continuity of service and provision of information in support of safe patient care.
Oversee the daily operation of the HEPMA system, carrying out routine maintenance to maintain continuity and performance of the system, identify and resolve complex technical problems, communicates the issue to others and escalate where necessary to senior management, Digital Health and Care Wales and HEPMA system supplier.
Maintain the core standing drug dictionary used to underpin the HEPMA system which is used by prescribers to initiate medication for administration to patients.
Develop, implement and complete rigorous local testing plans and undertake acceptance testing on new software releases of the HEPMA system, in accordance with the systems specifications in conjunction with appropriate team members.
Participate in the development and implementation of the HEPMA system linking with users, identifying needs for new functionality and contributing to the strategic and operational planning for the development and improvement of the system; working with the Digital team to ensure that all hardware and software is in place and that all training needs are met.
Manage, plan, develop and implement delegated complex elements of the HEPMA project within agreed timescales, adjusting where necessary to respond to conflicting factors and variable workloads.
Responsible for all testing and daily operation of the interfaces between the HEPMA system and other digital systems in conjunction with the HEPMA Project Manager and digital team. To analyse outcomes and resolve/escalate any issues as necessary.
Liaise with the wider digital team to ensure that all essential monitoring and maintenance is carried out in accordance with an agreed plan to maintain this highly specialist clinical technical system.
Lead the development and maintenance of the business continuity and disaster recovery arrangements for the HEPMA system in liaison with the E-Prescribing Pharmacist and Digital colleagues to ensure service continuity in the event of a system failure.
Lead on production of resilience with the HEPMA system to ensure operation during downtime and also training end users regarding the business continuity procedures.
Develop and maintain a database of all errors and incidents and prepare management reports for senior managers and clinicians highlighting any area of outstanding concern. Analyse incident reports and escalate such that themes can be resolved.
Interpret complex evaluations from pilot areas to inform future implementations of HEPMA to other areas and ensure these are captured in the projects lessons learned log.
Investigate incidents and project issues relating to HEPMA if/when they arise to ensure learning from these events is incorporated into future delivery plans and to mitigate against future risk.
Contribute to clinical governance by reducing medication errors by:
- Analysing, comparing and interpreting complex information such as administration patterns of high-risk drugs to identify any issues.Responding to national advice and guideline such as NPSA guidance of problematic drugs and NICE guidelines.
LeadershipBe an ambassador for HEPMA, digital working and the concept of digital first wards and hospitals.
Ensure that work is delivered by the HEPMA team and that it complies with Health Board policies and procedures, national guidance and legislation.
Lead in the creation, development, implementation and review of standard operating procedures associated with the HEPMA system.
Attend, lead and proactively contribute to team meetings.
Proactively contribute to the HEPMA Clinical Reference Group and support the E-Prescribing Pharmacist to progress any associated actions.
Support the Digital Intelligence team to ensure the development, production and testing of the required business intelligence to support clinical users.
Respond to user complaints in relation to the HEPMA system.
CommunicationEnsure effective communication between the project implementation team and stakeholders throughout the project lifecycle, using persuasion and negotiation skills to ensure key stakeholders are engaged.
Communicate all aspects of the HEPMA system configuration with the project implementation team.
Communicate with the software supplier, Digital Services departments and wards in relation to all aspects of the deployment and management of the HEPMA system.
Communicate complex information using a range of interpersonal skills to a non-technical audience to motivate, influence, inspire and lead others to improve practice and performance.
Education and TrainingFormulate complex specialist system training packages for all end users (pharmacy, medical, nursing and therapies staff).
Deliver training on the use of the HEPMA system to all end users in partnership with other HEPMA project team members.
Provide advice and guidance to Electronic Prescribing facilitators when required.
Staff ManagementAct as line manager, this will include responsibility for all of the following: workload allocation; management & clinical supervision; appraisals; sickness absence; disciplinary and grievance matters; together with involvement in investigations as required, ensuring mandatory training compliance.
Lead and assist in the recruitment of staff, including participation in recruitment panels.
Oversee and deliver individual performance reviews.
Effort & Environmental FactorsAble to travel across the Health Board area, sometimes at short notice.
Organise educational environments including manoeuvring tables, chairs and other furniture, educational equipment (flipchart boards, volumes of handout materials etc.) information technology equipment (i.e. laptops, projectors, screens etc.) to facilitate training across the Health Board.
