Job summary
We are looking for a Regional Health Protection Manager who will take an active leadership role and work closely with Executives/Senior Managers and Clinicians across the Health Board in the planning, preparation and response by the UHB to an all hazards approach to health protection matters. Working closely with the Consultant in Health Protection, the role will be responsible for the strategic, tactical and operational leadership for health protection matters across the Swansea Bay region.
General health protection support activity within the Health Board currently involves collaboration and joint working with resources from the Public Health Team, Infection Prevention and Control, Vaccinations Co-ordinators, Emergency Planning and Community Care. All these groups are represented on the Swansea Bay Regional Health Protection Forum. However, there is a need to bring better alignment of these functions within the Health Board to provide dedicated specialist strategic direction to the health protection functions from within the Health Board.
The role will coordinate all associated programmes of work including the engagement of stakeholders and partner agencies, aligning the delivery of the Health Board's strategic objectives, including the achievement of financial balance.

The post holder will take an active leadership role in providing expert health protection advice to prevent, control and manage incidents of an infectious disease or environmental nature which will be undertaken either as an individual or as part of incident planning and response, in conjunction with the Head of EPRR.
The post holder will lead, in collaboration with the Health Boards Consultant in Health Protection, on the development of effective plans and contingency arrangements associated with health protection matters. Enabling the Director of Public Health to fulfil their role as Executive lead for health protection in line with the 7 priority areas as outlined by Welsh Government following the National Health Protection review of:
- Ensuring winter preparedness
- Acute Health Protection response
- Supporting the Health Board delivery against the National Immunization Framework
- Emergency Planning Response & Recovery
- Training the workforce
- Wider health protection work including TB and Hepatitis elimination
- Provision of IP&C support from the community to tertiary health services specifically targeted at supporting Health board compliance relating to key targets such as HCAI and anti-microbial stewardship
The post will be instrumental in supporting, developing and driving forward innovative practice across the whole system, involving partner agencies in order to maximise local resources.

2023-24 represents a transition year during which arrangements are put in place for a sustainable, effective and agile model of health protection. SBUHB are looking to use the funding available to build and embed the necessary roles and teams to form part of the wider health protection functions across the region. As part of this, we are looking to create substantive roles to strengthen our capability and capacity in Health Protection.
Strategic direction will be delivered through the Swansea Bay Health Protection Forum, chaired by the Director of Public Health. This Forum will also act to provide assurance to the partner organisations regionally on the overall effectiveness of the approach to health protection. This multi-agency forum has met since November 2022 and currently has representation from teams that are core to the health protection response locally.
The integrated multiagency team will provide a coordinated response to the agreed priority areas. Responsibilities will be shared amongst the local authorities, Health Board and Public Health Wales as per best practice. The arrangements will be coordinated and directed strategically by the Swansea Bay Health Protection Forum and will incorporate the need for flexibility and future sustainability.

- Educated to Masters degree level or an equivalent level of knowledge acquired by experience.
- Professional qualification in a clinical area, health protection or environmental health or equivalent experience.
- Recognised infection control/health protection qualifications. Relevant experience and knowledge of EPRR

- Attended an accredited course in the Tactical (Silver) management of major incidents.
- Fully conversant with national command, control and communications (C3) requirements including competence to fulfil the necessary roles at Tactical (Silver) level.
