Job summary

Applications are invited for a Locum General Surgery Consultant Surgeon with a Colorectal Sub Specialty, the contract is for 6 months, possibly to be extended.

The successful candidate will join the existing General Surgical Department at Prince Charles Hospital. The post will have a flexible session programme with a general surgical emergency 'on call' commitment 1 in 9.

This post will join the team of Consultants responsible for the provision of general surgical services to Cwm Taf Morgannwg, University Health Board. The post will be based at Prince Charles Hospital in Merthyr Tydfil, but may also be required to undertake sessions across other sites within the organisation.

This post is fixed term for up to 6 months due to changes in the service.

Welsh and English speakers are both welcome to apply.

Main duties of the job

This post will join the team of consultants responsible for the provision of General Surgical services to the University Health Board in Cwm Taf Morgannwg. The consultant will be based at Prince Charles Hospital in Merthyr Tydfil, but may be required to travel to other sites across the organisation.

Providing outpatient and inpatient services for the local population and in doing so, foster excellent working relationships.

To assist in the strategic planning and modernisation of General Surgical services.

The post will be part of the consultant on call rota on a 1:9 basis with a 10 session job plan with enhanced payment for the on call commitment.

Job description

Job responsibilities

Clinical

o Provide professional and managerial supervision of junior medical staff o Continuing responsibility for the care of patients under his/her care: allowing for proper delegation to, and training of staff, ensuring that concise agreed management plans are clearly displayed in the notes of patients with complex conditions.

o Undertake ward rounds to identify and assess problems, plan management of care, and be actively available during the working week so that medical and nursing staff can communicate and consult freely.

o Ensure that an appropriate model of care is adopted which recognises the involvement of the multi-disciplinary team, the patient and family

o Ensure that the use of medical and nursing resources within the department are utilised to the maximum potential.

o Assist the multi-disciplinary team in the production of referenced, evidence based guidelines which are dated, signed and reviewed at least bi-annually or more frequently in light of new evidence.

o Work with the rest of the consultant team to provide strong professional leadership within the department and be mentored in the delivery of a high quality service provided by well-trained staff within clear departmental policies and procedures.

o Develop and maintain good communication with clinical colleagues across the Health Board regarding the treatment of their patients and the appropriate use of the departments resources.

Be required to participate in the Health Board Risk Management process and in Clinical Audit and other clinical governance activities within the department, the directorate and the Health Board. The post holder will be positively encouraged to participate in continued professional research and development in line with Health Board, Commissioner and NHS priorities.

o Revalidation will be required to maintain full GMC registration and revalidation should follow the GMC code of Good Medical Practice.

o In liaison with consultant colleagues, have responsibility for the proper functioning of the department in line with the operational policy and strategic plan of the Health Board.

o Work to ensure that services within the department fulfil contractual performance indicators and work closely with directorate colleagues in identifying problem areas and planning and implementing appropriate solutions

o The post holder will be required to participate in the on call rota.

Support Facilities (office / secretaries etc.)

o The post holder will have use of an office, secretarial support and IT provision.

Training

o Undertake teaching, examination and accreditation duties to junior medical staff as required and contribute and participate in postgraduate and continuing medical education activity, locally and nationally.

o Participate in the departmental teaching/audit sessions

Research

o The post holder will be encouraged to participate fully in current research projects and to initiate research projects in line with health board protocols. Levels of research activities will be agreed through the job planning process

Continuing Professional Development (CPD) o The Health board supports the requirement for continuing professional development (CPD) as laid down by the GMC and surgical colleges and is committed to providing time and financial support for these activities.

Revalidation

o The Health board has the required arrangements in place to ensure that all surgeons have an annual appraisal with a trained appraiser and supports surgeons going through the revalidation process.

Management

o The post holder will be required to co-operate with local management in the efficient running of services and is expected to share with consultant colleagues, the medical contribution to management.

o There is a requirement to work within the financial and other constraints decided upon by the Health Board. Additional expenses of any kind must not be committed without the approval of the appropriate manager/budget holder.

o The post holder will be expected to comply with local and national employment and personnel policies and procedures in the management of employees of the Health Board.

o Subject to the Terms and Conditions of Service, the post holder will be expected to observe policies and procedures of the Health Board, drawn up in consultation with the professions where they involve clinical matters.
