Are you a governance professional with strong interpersonal and leadership skills? If so, an exciting leadership opportunity has arisen within the JCC as principal advisor to the Joint Commissioning Committee (JCC) and the JCC Team on all aspects of governance.
You will work with the JCC's Senior Management Team, supporting the Chief Commissioner in fulfilling their Accountable Officer role and contributing to the development of strategy, commissioning arrangements and the delivery of JCC responsibilities, as appropriate.
The successful postholder will be critical to promoting organisational governance, assurance and be an ambassador in demonstrating our Values and Behaviours. You will provide sound advice to the Chair, Chief Commissioner and individual JCC team members on all aspects of governance, assurance and business. You will lead a team to ensure the Joint Committee and the JCC Team are effective conduct of its role, providing where appropriate, discreet, independent and challenging voice in relation to JCC deliberations and decision making. The successful candidate will work closely with Board Secretaries across the NHS Wales Health Boards and Governance colleagues within Welsh Government.
The successful candidate will have line management responsibility for the Assistant Director of Governance and Business.
Main duties of the job
The role of the Committee Secretary is a pivotal one within the JCC and the JCC Team as they are the principal advisor to the JCC and the JCC Team on all aspects of governance. You will work as a member of the JCC's Senior Management Team, supporting the Chief Commissioner in fulfilling their Accountable Officer role and contributing to the development of strategy, commissioning arrangements and the delivery of JCC responsibilities.
The Committee Secretary will promote and help sustain governance and assurance standards within the JCC by:
- Keeping under review legislative, regulatory and governance developments that impact on the JCC's activities and ensuring that the JCC is appropriately briefed on them;
- Winning the confidence of the JCC, acting as 'wise counsel' providing a confidential sounding board to the Chair, Chief Commissioner and individual JCC team members on all aspects of JCC business, including issues of concern;
- Guiding the JCC in the responsible and effective conduct of its role, providing where appropriate, a discreet, independent and challenging voice in relation to JCC deliberations and decision making;
- Ensuring that in all its dealings the JCC acts fairly, with integrity, and without prejudice or discrimination; and
- Contributing to the development of a culture that embodies NHS and JCC values and standards of behaviour.

GOVERNANCE FRAMEWORK
- To design and develop the JCCs governance framework in conjunction with the seven Health Boards, including any advisory groups and professional fora, ensuring all are properly constituted, operated and supported, according to the relevant statutory framework and with the directions set by Welsh Government
- To ensure Standing Orders and Standing Financial Instructions are adopted, acted upon, reviewed and amended and updated as necessary.
- To establish a schedule of matters reserved for decision by the JCC and delegation of responsibilities to Officers, ensuring alignment with the Host Bodys (Cwm Taf Morgannwg University Health Board (CTMUHB) Scheme of Delegation to Officers.
- To ensure synergy with the JCCs performance management framework through the design and development of a clear system to action JCC decisions, utilising strong programme management discipline.

- To contribute to the design and development of the induction programmes for new JCC, sub-committees and advisory group members. To ensure delivery of an agreed induction which ensures a full, formal and tailored introduction to the work of the JCC, in-line with any requirements of the Host Body.
