Job summary

The Head of Strategic Planning and Commissioning will lead the Dying Well Strategy Group in strategic planning, clinical pathway planning, regional planning and commissioning. They will ensure services are planned across the UHB in a life course approach.

Fixed term/secondment for 12 months due to meet the needs of the service

Main duties of the job

This is a key post within the organisation providing a lead on planning, service redesign and service development, which requires highly specialist knowledge across a range of work procedures and practices, underpinned by theoretical knowledge and relevant practical experience to ensure the health needs of the local population are met.

The post holder will work closely with members of the executive team, clinical and non-clinical directorates and external stakeholders to determine service policy and direction; ensure a sustainable range of healthcare services and secure improvements in services to meet the health needs of the local population.

The post holder will work closely with Strategy groups and external partners where appropriate, to contribute to corporate strategies and to lead the development of service specific plans. This will include the development of effective internal and external engagement plans to support this work.

Critical to this role will be the ability to build and maintain strong relationships with Directorate Managers, Clinical Directors, Senior Nurses, Executive Directors, colleagues in other corporate directorates and the wider planning & performance team and external partners.

Job responsibilities

The post holder will ensure that the UHBs strategic planning processes are appropriate and support the achievement of the UHBs strategic objectives. Detailed analysis of the impact of internal and external standards and targets on service planning and delivery will be necessary. Leading discussions on actions required to meet targets is an essential part of the role.

The post holder will provide specialist planning expertise to support the development of clinical pathways working with Strategy groups to ensure robust service strategies, delivery plans and pathways are developed and implemented within the strategic context of the UHBs 1-3 year Integrated Plan. In doing so, the post holder will work with Strategy groups to ensure that appropriate delivery mechanisms are in place, underpinned by sound governance and performance management arrangements.

The post holder will apply standard corporate processes in developing business cases, option appraisals, funding opportunities, action plans, service level agreements and other planning and service development outputs as necessary. The post holder will support the Deputy Director of Strategy and Partnerships in meeting UHB and Directorate objectives to ensure progress is made towards achieving the UHB vision.

Core to this role will be the translation and transfer of corporate priorities into the relevant strategic plans (and vice versa) in order to ensure all opportunities are seized to develop and deliver integrated, or aligned, services wherever it is timely and appropriate to do so.

The post holder will also engage effectively with external stakeholders, including other statutory and voluntary organisations and local communities in planning services and further develop partnership working. Using highly developed specialist knowledge and skills, advice and direction will be given to clinical and non-clinical directorates in respect of the corporate UHB strategy to ensure organisational and service alignment.
