Job summary

An exciting opportunity has arisen for a motivated, enthusiastic senior nurse to join our neonatal team in Cwm Taf Morgannwg University Health Board.

The post holder is expected to work with autonomy to provide highly specialised professional advice to colleagues to ensure high standards of direct care delivery. This includes interpreting and implementing national policy and supporting systems for professional revalidation and performance management of ward managers that are accountable for quality, safe care. You will work as part of a multi-professional team to ensure that all learning from the RCOG/RCM independent review of neonatal services at Cwm Taf Morgannwg are sustainably embedded in practice.

Main duties of the job

  • Be responsible for the professional leadership, management, and governance of both the Local Neonatal Unit (PCH) and Special Care Baby Unit (POW) within Cwm Taf Morgannwg
  • Provide leadership, direction and development of registered nurses and allied healthcare professional staff.
  • Support the Senior Nursing & Midwifery Teams and Service Manager to ensure the highest standard of nursing care is provided, monitored, and evaluated within the areas of responsibility.
  • Be required to interpret national and health board policies and procedures and advice on the implantation of these for their area of responsibility.
  • Be guided by professional, organisational policies and codes of conduct and is responsible for their implantation for their area.
  • Support processes and audits to monitor the quality of care, clinical practices, incidents/claims, and professional registration.
  • Be responsible for undertaking investigations of clinical incidents, complaints and professional issues following University Health Board Policy and acting upon findings/recommendations.
  • Be part of a Senior Manager / Nursing & Midwifery on-call rota, and will be expected to be part of an on-call roster, covering an identified shift in line with the current agreed on-call process.

The post holder will:

Have overall responsibility and accountability for the operational management and governance of the neonatal service within Cwm Taf Morgann Directorates. Responsible for implementing corrective actions.

Implementation and compliance with all People Services policies.

Contribute to the development of Workforce Plans.

To frequently manage highly distressing situations e.g. discussions with staff regarding competency/capability issues, relatives e.g. complaints, vulnerable adults, regularly diffusing verbally abusive situations requiring highly specialised communication skills.

To frequently be involved in resolving conflict between staff/teams/local authority partners/secondary care which requires a high level of emotional effort and concentration.

Responsible for Integrated Governance for the development of policies and clinical guidelines ensuring that they reflect current practice and changing trends.

Responsible for identifying, developing and implementing new service initiatives to meet the needs of the local population in conjunction with the Heads of Nursing and Midwifery and Service Manager aligned to Value Based Healthcare principles.

To supervise, deploy and develop staff to reflect the identified needs and priorities to ensure the effective and efficient use of highly skilled human resources.

To be responsible for the recruitment and selection of staff within agreed policies and budgetary limits.

Ensure compliance with the All Wales Managing Attendance at Work Policy e.g. submitting monthly data as requested by the Health Board.

Meeting staff, both informally and formally, involving People Services Team, Occupational Health and medical opinions as appropriate.

Ensure compliance with European Working Time Directive (EWTD) by monitoring staff working patterns, undertaking risk assessments and maintaining a register of those staff working above 48 hours or in additional employment.

Responsible for authorising additional hours to meet the needs of the services.

Responsible for monthly monitoring of budgets/PSIs/Improvement plans informing the Heads of Nursing and Midwifery and Directorate Manager of any variations and providing rationales when appropriate.

Responsible for predicting pressures and demands that potentially may affect the budget.

Responsible to ensure the provision of cost-effective sustainable services, recognising and adapting to wider changes in demography e.g. increase in housing, socio-economic changes, cross directorate issues including early hospital discharges with increased dependencies aligned to Value Based Healthcare principles.

Responsible for ensuring own compliance and monitoring staffs compliance in relation to financial control procedures e.g. authorisation of medical and surgical supplies, traveling expenses, equipment, and study leave, uniforms and timesheets.

Responsible for identifying changes/trends in clinical practice that may potentially impact the budget, including the implementation of NSFs, NICE guidelines, pressure ulcers, the impact of residential homes, changes in demography/dependencies etc.

Responsible for maintaining own continuous professional development and professional registration.

Responsible for inputting, monitoring and utilising the data available (such as PREMS, PROMS and DATIX) on available Information Systems to enhance service delivery and improvement.

Verify the accuracy of information/statistics generated/provided by ward staff and support them in the preparation and collation of information and reports.
