Job responsibilities
Clinical
The post holder will be responsible for the day-day management of patients and will be supported by office facilities and secretarial services. In addition, he or she will: -
- Share the responsibility of providing outpatients and inpatients services for the local population with consultant colleagues;
- Be required to foster excellent working relationships within and outside the Ophthalmology department, i.e. with the medical, nursing, secretarial and support staff, general practitioners and management teams.;
- Ensure internal and external directorate targets for patient activity are achieved;
- Ensure optimal use is made of all resources allocated to the service.
Role
The post holders role will include:
- Enhancing and broadening the consultant-led Ophthalmology Service;
- Enhancing services within Ophthalmology
- Assisting in team building across all directorate services and teams
CLINICAL DUTIES
The clinical duties of this role include:
- Supervising junior doctors in general/subspecialty/casualty clinics and theatre
- Being Actively involved in management and decision-making for both inpatients and outpatients
- Participation in cataract surgery and training
- Being available during the working week so that medical and nursing staff and communicate and consult freely
- Supporting clinical activity to identify and assess problems and plan management of care
- Providing practical teaching sessions to junior medical staff and assisting in the postgraduate teaching of other health care professionals
- Ensuring that concise, agreed management plans are clearly displayed in the notes of patients with complex conditions
- Ensuring that an appropriate model of care is adopted, which recognises the involvement of the multi-disciplinary team, the patient and family
- Assisting the multi-disciplinary team in the production of referenced, evidence based guidelines, which are dated, signed and reviewed, at least bi-annually or more frequently in light of new evidence
- Ensuring that guidelines for the management of Ophthalmic conditions are available and followed
The person will monitor and facilitate services and offer guidance to develop the skills of medical and nursing colleagues, liaising with general practitioners and optometrists.
NON CLINICAL
Non clinical duties will include:
Audit the post holder will:
- Initiate and actively participate in regular and systematic multi-disciplinary clinical audit, ensuring that outcome measures and standards are reviewed in line with best practise and changes implemented
- Participate and contribute towards ensuring national standards of competence and performance are monitored and achieved, to ensure quality, in relation to clinical practice.
Education and Training the post holder will:
- Actively participate in a multi-disciplinary structured programme of training and education for medical and non-medical staff (including students);
- Participate in the systematic assessment of junior medical staff;
- Ensure involvement of trainees in audit
- Comply with Royal College requirements regarding CME to ensure personal and professional development and revalidation
Risk Management- the post holder will:
- Act as representatives of the department, as and when required;
- Contribute to the management of clinical risk, through the monitoring of clinical incidents, complaints and litigation;
- Participate in the achievement of Welsh Risk Pool standards and be involved in regular audit of standards to ensure compliance;
- Monitor and advise on multi-disciplinary record keeping that meets both the UHB and directorate standards;
- Participate in clinical incident analysis, de-briefing and regular multidisciplinary meetings to provide opportunity for constructive and objective dialogue;
- Ensure that the practice of the post holder and junior medical staff comply with health and safety guidelines and that any deficiency in health and safety systems of documentation are reported to the relevant manager and the directorate manager
- Attend training for health and safety purposes;
General Management/Administration
The post holder will:
- Together with colleagues, provide strong leadership/direction within the care environment;
- Contribute to a team approach to care through the establishment of explicit lines of communication, ensuring that the roles and responsibility of doctors and the multi-disciplinary team are clearly defined and recorded;
- Represent consultant staff to and for CTUHB and with outside agencies, on a shared basis with consultant colleagues;
- Explore the use of computerised patient records and documentation and advise on improvements;
Health and Safety Management
The post holder has a responsibility to:
- Comply with Occupational Health and Wellbeing Department requirements, as laid down in UHB policy;
- Along with other consultant colleagues. Ensure that arrangements are in place for the directorate to fulfil its health and safety responsibilities to staff, patients and others;
- Demonstrate either proof of immunity to Hepatitis B, of it not immune, evidence that they are not Hepatitis B e-antigen positive, as this post involves exposure prone procedures as defined in PSM (93) 12. This evidence must be current, i.e. have been obtained in the previous six months
Learning & Development Facilities
There is a postgraduate education centre with library facilities and a lecture theatre on the Princess of Wales Hospital site. There is a range of journals plus intranet and electronic access to the internet.
Allocation of Leave
Annual leave will be granted according to the limits laid down in the Medical and Dental Staff (Wales) handbook. Applications for annual leave must be submitted to the Rota Secretary at least 6 weeks in advance who then passes requests to the Clinical Director for approval.
Study Leave and Training
Study leave will be granted according to the limits laid down in the Medical and Dental Staff (Wales) Handbook. Where possible applications for study leave must be submitted to the Rota Secretary at least 6 weeks in advance who then passes them to the Clinical Director for approval.
Terms of Service
The nature of the appointment is of a whole time nature and will be subject to the Terms and Conditions of Service governing the appointment of Hospital Medical and Dental Staff in Wales and UHB terms and conditions as appropriate.
Salary will be in accordance with the nationally agreed salary for Consultants.
Research
The post holder will be positively encouraged to participate in research and development in line with UHB, Commissioner and NHS priorities.
