Job summary

We are seeking a driven and dynamic Support Manager to support services within the Service Group. The successful candidate will have proven experience of service improvement and the ability to lead a team. The candidate will have responsibility for the day to day operational management within the services, and will be supported by the Deputy Clinical Service Group Manager. This post is based in Royal Glamorgan Hospital however the candidate will be required to work across all sites within the Health Board.

This post is fixed term for 4 months to cover the needs of the service.

Main duties of the job

Responsible for working with the Clinical Services Group Management Team the post holder will ensure the delivery of high quality, safe and effective services within the Surgery and ACT Clinical Services Group in line with national and locally agreed standards.

The Clinical Services Group Support Manager (CSGSM) has delegated responsibilities for a range of operational activities, working autonomously with the majority of decisions being made on experience and specialised knowledge gained. Key areas will be staff management, oversight of medical rotas, management of resources against delegated budgets and delivery against Tier 1 performance targets including RTT, FUNB and the Single Cancer Pathway.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

  • Lead on agreed delegated targets, ensuring that all relevant qualitative and quantitative targets (RTT, FUNB and Single Cancer Pathway) are delivered in a timely way and within the agreed resource framework.

  • Undertake detailed analysis of performance and capacity data, identifying areas of concern.

  • Oversee Medical Rotas across the General Surgery, T&O, Urology and ENT specialties and resolve any gaps due to vacancies, absences etc.

  • Directly Line manage staff in line with the Clinical Services Group management structure, following organisational policies and procedures. Also provide support and managerial leadership for staff managed within these structures.

  • Ensure compliance with all relevant waiting times targets.

  • Be required to communicate highly complex, highly sensitive information regarding service redesign, partnership working and departmental and individual performance.

  • Be required to communicate effectively to senior managers and members of the directorate team, making formal presentations to large groups of staff particularly around service reconfiguration and performance information.

  • Be required to analyse and evaluate complex information concerning service redesign; making decisions on own interpretation of this information and formulating solutions to any problems that may occur.

  • Be required to investigate complex financial information, identifying any trends.
  • Manage delegated budgets within the resources available, identifying cost savings opportunities to support the overall financial position of the Clinical Services Group.

  • Plan and deliver service redesign, ensuring improved efficiency regarding achieving performance and capacity targets.

  • Assist in the delivery of integrated governance and manage changes arising from audit and clinical incident analysis.

  • Develop business cases and reports to support service developments in line with Operational and Resource Plan.

  • Identify and lead on service redesign and be required to develop policies and procedures as required, participating on working groups that develop service group wide policies and procedures.
  • Ensure that all Clinical Services Group and health board policies and procedures are adhered to within the Clinical Services Group and make recommendations to the Management team for amendment where necessary.

  • Ensure that appropriate systems for controls assurance are in place and adhered to at all times.

  • Work closely with the Clinical Services Group Manager/Deputy to support the Clinical Directors to ensure that systems and processes are in place to manage and monitor all aspects of performance of teams and staff.

  • Although the post holder is not responsible for direct patient care, the post holder contributes to the care standards by the development/implementation of the operational policies procedures and guidelines.

  • Work with the Clinical Services Group Manager/Deputy and Clinical Directors to ensure that the actions arising from HIW inspections and other regulatory bodies are implemented as appropriate.

  • Represent the Clinical Services Group at meetings and forums both within and outside the UHB, and feedback to the wider senior management team appropriately.

  • Ability to utilise Health Board IT systems to produce reports, performance monitor services and develop demand and capacity plans as required
