Job summary
An opportunity is available to join the Digital Services Team at Powys Teaching Health Board as a Digital Senior Procurement Officer. We're looking for an individual who will procure manage the health boards digital assets throughout their lifecycle of use in the health board. The role will require an individual who can demonstrate an ability to build relationships with staff and suppliers with an eye for detail.
The digital services team is responsible for the Procurement, implementation, support and management of digital equipment and licences used by staff across Powys.
Main duties of the job
The main duties of the role will include:-
- The assessment of high level requirements for digital equipment and licencing and translating into costed proposals.
- Raising Orders and tracking through to receipt of goods.
- Ensuring timely confirmation of invoice payments.
- Maintain an inventory of health board digital assets and assignments.
- Develop reports and forecasts based on trends, consumption and team performance.

Planning and Design
- Provide specialist support to the Head of Business Assurance.
- Maintain a flexible approach toward assisting in the general smooth running of the department.
- Provide local level reports and data to managers and Heads of Service.
- Manage and report on the ICT assets of the Health Board (hardware and software).
- Analyse the quality of the data in the databases and investigate anomalies, instigate corrective action if required.
- Assist the ICT Service Delivery Manager in validating data.
- Support team in preparing internal audits i.e. mobile estate, telephony estate, to improve financial, accounting services and cost savings.
- Produce business plans whilst adhering to timescales and deadlines to support the teams.
Improvement and Monitoring
- Provide monitoring and reporting of the Procurement & Asset Team.
- Provide monitoring and support of savings plans across the AHD Directorate.
- Resolve queries and discrepancies (sometimes complex).
- Ensure compliance with operating procedures and policies.
- Actively develop service changes that impact other departments and the Health Board.
- Keep abreast of new legislation within specified area and act accordingly to incorporate into development of new or existing policies and procedures.
- Manage relevant team SharePoint site, ensuring documentation is updated and accurate.
Communications
- Communicate effectively with colleagues and other NHS professional staff.
- Ensure working relationships are established and maintained.Empathise when dealing with individuals who may have barriers to understanding.
- Deal with suppliers and develop constructive relationships with internal and external stakeholders.
- Liaise, influence and negotiate effectively and efficiently within the organisation and with customers and suppliers.
- Liaise with suppliers to meet organisational procurement needs and resolve any contractual issues.
- Attend and run meetings at all levels of the organisation as required as well as providing information and support.
