Job summary
Responsible for the management of the Healthcare Contracting Finance and Income Teams, which will lead on all contracting and negotiating healthcare contracts and repatriation with Foundation Trusts, Welsh Health Boards, Private Healthcare Providers, Individual Patient Funding requests, Welsh Specialised Services, other Income sources (including Private Patient Income, Overseas Visitors, Road Traffic Injury), Non-Contract charges, Welsh Government and the Department of Health.
Main duties of the job
Responsible for conducting and leading highly complex and sensitive negotiations with Health Organisations (Trusts, Foundation Trusts and Clinical Commissioning Groups), to negotiate contracts for patients treated outside of BCU and for patients treated by BCU. This is extremely contentious and requires excellent and finely-tuned communication and negotiation skills, alongside highly specialist and advanced financial knowledge of contracting and pricing.
Working alongside Executive and Clinical Leaders within and outside of the Health Board, this requires a very senior accountant with the highest level of finance skills experience, professional standing and personal effectiveness and credibility to deliver the role. The postholder will represent the Health Board on external meetings and networks and be the professional lead for Contract Finance
The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

- Professional Accountancy qualifications e.g. CCAB member, with significant post qualification experience working at Masters level.
- oVery highest level of financial knowledge gained by extensive Continuous Professional and Personal Development, gained through courses and experience in complex organisations to Doctoral level equivalent.
- oExpert knowledge of the Welsh Financial Contracting Situations and key differences between them.
- oExpert knowledge of Financial Regimes and Flows, in particular the National Payments By results (PBr) rules and regulations, as they apply to both NHS Wales and NHS England (differently).

- Post graduate management qualification.
