The Transformation and Strategic Planning Directorate has a fantastic opportunity for an experienced Health Care leader to take on the role of Programme Director for Urgent and Emergency Care (UEC). This is an exciting time in our transformation journey as we reset and refresh our approach to major change in the organisation, and you will operate as one of four Programme Directors across the agreed major change programmes.

We are looking for an exceptional leader with the vision and drive to deliver short term priorities whilst also helping to shape medium to long-term configuration of services and new models of care.

The successful candidate will couple a strong understanding of operational challenges within UEC with excellent programme management skills and the ability to implement structured programmes of work within a governed model. We are looking for an individual who is passionate about change and a vision for doing things differently. You will have substantial experience in clinical engagement with advanced communication and influencing skills.

Main duties of the job

Key Responsibilities of the job include:

Shaping and delivering the complex programme of work and ensuring impact on quality of patient care and service delivery

Developing a comprehensive communication and engagement plan to keep all stakeholders, local and national, fully appraised on progress and challenges

Oversee the development of an effective outcomes framework, working closely with colleagues in performance and DDaT

Oversee regular reporting and assurance, ensuring expected benefits of the programme are clearly articulated and delivered

Develop proposals for new models of care

Ensure an integrated approach to all plans within UEC. eg. integrating audit actions into overarching plan

Regular liaison with the Executive Team and senior leaders within the organisation

Regular requirement to present, including presentation of complex proposals to multi professional groups where differing views may exist

Working closely with the Portfolio Office to ensure robust governance arrangements are in place and that there is a consistent approach to transformation and change

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

  • Masters, preferably in healthcare management, or equivalent experience. Programme Management (MSP Practitioner) Continuous Improvement Practitioner /equivalent experience/qualification in improvement methodologies Extensive knowledge over a range of disciplines including Performance management, Continuous Improvement, Programme Management, Digital, Information, Finance, Human Resources, Evidence of continued professional development Specialist knowledge of health care systems, service analysis, service transformation and programme management together with knowledge of engagement, consultation and communication and senior (Board level) relationships with partner organisations.
