The Integrated Rebalancing Capital Fund (IRCF) provides capital investment to develop integrated health and care hubs, rebalance adult residential care, and eliminate profit from children's residential care. You will coordinate and support delivery of capital projects across a wide range of population groups, including, children & young people, older people including those with dementia, people with learning disabilities & neurodevelopmental needs, unpaid carers, those experiencing or at risk of domestic abuse, & people with mental health needs.
The role involves close partnership working with Welsh Government, Local Authorities, Housing Associations, Health Boards, and the Third Sector to support delivery of Gwent's Strategic Capital Plan.
The post is based at St Cadoc's Hospital, Caerleon, with hybrid working from home. Travel across Gwent is expected to meet with partners, develop funding proposals and strengthen delivery partnerships.
Main duties of the job
The Capital IRCF Assistant Programme Manager will be a key member of the Gwent Regional Partnership Board (RPB) Support Team (PMO), part of the ABUHB Corporate Planning team. The team leads a portfolio management function for the Gwent RPB, supporting the delivery of capital projects through the Integrated Rebalancing Capital Fund (IRCF).
The IRCF provides capital investment to develop integrated health and care hubs, rebalance adult residential care, and remove profit from children's residential care. Projects span multiple population groups and services, with the aim of improving outcomes and infrastructure across the region.
The postholder will provide project and programme management for IRCF-funded schemes, supporting planning, delivery, and reporting against national and regional priorities. They will work closely with local authorities, ABUHB, housing associations, third sector partners, and Welsh Government to coordinate delivery and enable collaboration.
Key duties include supporting business case development, monitoring arrangements, stakeholder engagement, and assurance reporting. The role will also contribute to performance tracking and dashboard development alongside the RPB Performance Analyst.
This is a varied and hands-on role, requiring excellent coordination, communication, and programme delivery skills to ensure successful implementation of IRCF schemes.
