Job summary

An exciting opportunity for a hard working, experiences and motivated Assistant Directorate Manager has arisen in the Urology Directorate Management Team. The post holder will work to support the Directorate Manager in the management and delivery of high quality, clinically effective and cost-efficient services for clinical services within the Urology directorate. The succesful candidate will work to support the Directorate Manager in all aspects of business and service management, in order to achieve the activity levels, quality and performance standards of the Directorates.

Main duties of the job

To have delegated management responsibilities for the service in the absence of the Directorate Manager

To support best practice in relation to the management of personnel, finance, procurement, performance and governance.

To be responsible for taking the lead for a defined area of clinical services and performance by the Directorate Manager.

To support the Directorate Manager in developing and implementing modernisation strategies to meet national and local healthcare agendas.

As part of the Directorate management team, the post holder will contribute fully to the overall management and development of clinical services within the Scheduled Care Division.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Management and Leadership

To support the Directorate Manager to direct, lead and motivate the Directorates, to ensure a high standard of professionalism, efficiency and effectiveness in the delivery of services, ensuring that activity is fully aligned to the business of the ABUHB, and is in line with local and nation policy and laws.

To support the Directorate Manager in resource planning, standard setting, performance management, management of change and team and individual development as required.

To ensure that the ABUHBs aims and objectives are clearly communicated to the staff within the teams that information flows both up and down the organisation.

To support the Directorate Manager on an ongoing basis regarding development of strategy, financial plans, targets, cost improvements and standardisation of services.

To work with the Directorate Manager to ensure a culture of continuous improvement and professional excellence is achieved.

Operational Management

To undertake direct management of the Outpatient Service, Scheduling and administrative staff working within the Directorate. This also requires close liaison with the administrative support services on other acute sites to ensure continuity of management.

To ensure relevant Personnel procedures and policies, such as IDR, Recruitment and Selection, Sickness, Annual Leave and Disciplinary are followed at all times.

To be aware of the contents of the Trusts Financial Control Procedures and Standing Orders with respect to payroll responsibilities; to ensure the appropriate completion of all enrolment forms and be responsible for authorising the staff changes form following a change to an employees status and submitting staff change forms to payroll in compliance with the payroll processing timetable.

To undertake the investigation of both formal and informal complaints, as delegated by the Directorate or General Manager and including clinical complaints. Dealing with sensitive, confidential clinical information and liaising with consultants and other senior clinical staff to formulate a draft response to the complainant from the Chief Executive.

Communication and Relationships

To support good communication with the Directorate team and to promote effective communication within this Team.

To use and understand complex information and multi-factorial strands of communication both inside and external to the organisation to ensure the effective management Directorate.

To work with the Directorate Manager to manage change by providing and receiving highly complex, highly sensitive or highly contentious information where there are significant barriers to acceptance and to overcome these using the highest level of interpersonal and communication skills, such as would be required when communicating in a hostile, antagonistic or highly emotive atmosphere.

To manage highly sensitive, complex and possibly distressing service user complaints and serious incidents using the highest level of interpersonal and communication skills.

Analytical and Judgment Skills

To exercise judgment involving highly complex facts and figures and situations which require the analysis, interpretation and comparison of a range of options in order to ensure the effective daily management of the Directorates.

To exercise judgment to ensure that safe services are provided within the resources available and, based on available information and experience to escalate issues appropriately as required.

To work with the Directorate Manager to ensure effective operational and strategic management of the Directorates.

To interpret and present data regarding the two Directorates, both verbally and in written form to feed into both service delivery and strategy.

To create written and numerical reports from internal and external sources that promotes the evaluation and performance management of the Directorates.

Use of recognised modernisation tools to evaluate and improve existing processes e.g. the use of the process mapping technique to collect and analyse activity data for OPD and treatment services.
