Job summary

This is an exciting new role within Cardiff and Vale University Health Board to support the implementation of an electronic Prescribing and Medicines Administration (ePMA) system, providing an opportunity to play a key role in the biggest digital transformation to happen within the UHB to date.

We are looking for a highly organised, enthusiastic and motivated individual with a passion for improving patient safety and experience through the use of a digital system.

The ePMA system will transform the way that clinicians prescribe and administer medication, making current practice more efficient. This system will impact all kinds of staff groups, specialities and services across the health board and transform the way that staff work. This role provides the opportunity to develop strong working relationships with numerous stakeholders, actively engaging with clinical and support services to ensure successful implementation.

This role will sit within a dynamic and innovative project management team for the ePMA programme. This role will allow you to build on your current skills and experience and provide numerous opportunities for professional and personal development.

This post is fixed term until March 2025 to cover the needs of the service

Main duties of the job

The ePMA Project Manager will be a key member of the ePMA programme and will offer support by proactively management, identifying opportunities to improve systems and services.

The post holder will need to:

  • demonstrate knowledge and experience in project management and documentation
  • have a passion for delivering projects
  • be flexible in order to ensure real benefits to clinicians and patients are delivered from the implementation of this new ePMA system
  • deliver the project in a coordinated manner across Cardiff & Vale UHB and although primarily working within a formal project setting, the post holder will also be expected to project manage small scale packages of work including the implementation of relevant plans and driving service changes.
  • work directly with colleagues and be confident to challenge existing ways of working to bring about service improvement
  • ensure that the ePMA system performs to the requirements and expectations of all end-users
  • maintain a high skill level and liaise with a wide range of staff within NHS Wales and Cardiff & Vale UHB
  • work closely with ePMA programme team, clinicians and senior managers to achieve the objectives and deliver the expected benefits of the new system

Job description

Job responsibilities

  1. The post holder will undertake ePMA project management, including managing change, embedding new skills and ways of working for all end users.
  2. Lead on the strategic identification and management of the ePMA project, in accordance with PRINCE2 methodology, ensuring the identification and delivery of all key project deliverables within timescale and budget to an appropriate quality.
  3. Produce and monitor project plans and other project documentation such as Project Initiation Documents (detailing objectives, deliverables, project structure, resource requirements, and project stages etc).
  4. To co-ordinate, manage and service the activities of any Project Boards/Teams.
  5. To act as the link between Digital & Health Intelligence, ePMA programme team and UHB Clinical Boards in respect of the delivery of relevant projects and to support, advise and facilitate relevant user groups and co-ordinate their overall input into projects.
  6. Liaison with Health Board Managers and Clinicians across NHS Wales to support the delivery of service re-design to deliver the expected benefits of local and national Digital strategies.
  7. Liaison with Health Board Managers, Clinicians and external suppliers in the formulation of system requirements and take the lead role in the specification of these requirements ensuring they confirm to the formats required.
  8. Ensure the benefits identification and realisation is managed in a systematic and proactive manner.
  9. Lead on contribution to the development and delivery of communication and stakeholder engagement plans.
  10. Analyse data and provide monthly and annual business reports as required, and advise senior managers of issues arising from the reports.
  11. Lead and offer complex advice on improvements to the infrastructure across the service.
  12. Lead and deliver operational support to clinical and administrative staff in the application of computing to aid their projects and day-to-day duties. Delivery of relevant training as required.
  13. Application of programming skills to aid the internal development of new systems.
  14. Check the performance and valid operation of clinical systems and monitor compliance with the Data Protection Act and UHB security policies.
  15. Acquire and maintain highly specialised knowledge of EPMA system including the service management and operational processes that support them.
  16. Lead on the delivery of highly specialised IT training to clinical, scientific and administrative staff.
  17. Ensure that systems development complies with NHS Wales IM&T policies.
  18. Lead on the development of test plans and procedures to ensure that systems are stable and maintainable, meet usability criteria, provide accurate information and meet the required specification.
  19. Contribute to business cases for the development of new applications and enhancements to existing applications.
  20. Implement corporate policies and procedures relating to service management and improvement.
  21. Propose changes to policies and procedures as a result of national guidelines and that have an impact on system and service development.
