Job summary
The role of Associate Dean (AD) in England has evolved over a number of years, as a result of changes in healthcare education and training, the implementation of revalidation, the emergence of new workforce solutions and the continuing development of Health Education England (HEE) and subsequently the Workforce, Training and Education (WT&E) Directorate of NHS England (NHSE).
The roles of the ADs in NHSE East of England (EoE) have been developed to help support the NHSE EoE Postgraduate Dean (PGD) in embracing corporate, statutory and non-statutory functions, aligning with previous HEE mandates and NHSE's priorities. The role is focused firmly upon improving patient and learner safety and experience and ensuring effective educational outcomes.
Main duties of the job
To support the PGD, the ADs will work across the spectrum of healthcare and, where relevant, social care, within the context of a team, so that the provision of education reflects changing service models. This will deliver an integrated workforce comprising individuals from a spectrum of professional and other backgrounds.
The ADs are professionally and managerially accountable to the NHSE EoE PGD.
This particular role is designed to provide support to the DMEs in the EoE at local, regional and national levels.

Quality and Safety
- To work closely with the PGD to emphasise the importance of and promote the development of high-quality learning environments for all learners.
- To support colleagues across the region with developing effective educational governance structures within their LEP, ensuring that education is closely and regularly considered at Board level
- To work closely with NHSE EoE WT&E Directorates quality team to build positive relationships with local education providers (LEPs) across the EoE
- To support with the management of specialty-specific and LEP-specific quality and/or patient safety
- To support a culture of continuous quality improvement
- To support the PGD in meeting NHSE EoE statutory
- To support the development of quality processes which are complementary across the healthcare workforce.
- To support the use of clinical skills training and simulation (where appropriate/applicable), stressing the importance of teamwork and human factors
Programme Management
- To facilitate the efficient and effective use of educational resources across the region to support learners of all professions to reach their full potential.
- To support postgraduate medical and dental programme management, including assessments, progression, rotations, support and remediation, OOP management, trainee management, careers support, less than full-time training, inter-deanery transfer, academic training and other related work-
- To support trusts with compliance with the requirements of the educational contract, particularly around the supervision and support for trainees and learners.
- To provide advice on the use of the study leave budget, including to act as a panel member to consider study leave appeals, when needed
- To promote the use of the EoE blended learning platform
Educational and Workforce Development
- To ensure effective careers advice is available and offer careers advice to trainees and learners where
- To provide advice on the local implementation of the national post distribution and expansion workstreams
Strategic Workforce Development and Commissioning
- To contribute to workforce planning, ensuring clinical engagement with local and national workforce planning processes.
- To support multi-professional working and workforce
- To identify and support the implementation of alternative workforce solutions within the EoE.
- To advise the PGD on commissioning and decommissioning
Finance
- To assist colleagues in LEPs across the region to develop financial arrangements which allow the senior educators and education managers within the LEP to have control over their budgets
- To engage with business planning processes and associated school budgets, as needed
- To ensure compliance with procurement requirements.
Other Areas of Work
To assist in:
- Supporting activities within specific geographical areas/LEPs within the EoE
- Developing and supporting links on an EoE-wide basis
- Other work-streams as defined by the PGD (or his/her Deputy).
Management and leadership
- To work collaboratively with the PGD to ensure that DMEs across the EoE feel well supported by the WT&E Directorate
- To act as a conduit of information between the DMEs and the WT&E Directorate
- To chair regular meetings of the DMEs attended by the PGD and other members of the Local Offices Senior Leadership Team (SLT)
- To represent the EoE at meetings of Medical Education Leaders (UK)
- To act as a conduit of information between Medical Education Leaders (UK) and the WT&E Directorate
- To contribute to the vision of the local NHS and to enhance patient care by providing leadership and direction with respect to the quality of education and
- To be an advocate and a positive role model on behalf of NHSE EoE, by promoting leadership that inspires, motivates and empowers all staff, and demonstrating the values of the NHS.
- To assist in the development and delivery of programmes and projects being led by the WT&E Directorate to meet its priorities across the EoE.
- To work with LEPs and others to support and capture innovation locally and share best
- To work collaboratively with staff within the local office to provide support for operational processes and specific work-streams.
