Ophthalmic Clinical Advisor

Job summary

Clinical Advisors work closely with caseworkers reviewing evidence to:

Provide clinical advice to non-clinical colleagues undertaking post payment verification on the provision of GOS services

Occasionally undertake Clinical Site Visits to practices in connection to a GOS contract

This role is to temporarily fulfil part time maternity cover till November 2025 and is for 1 day a week. You must be a current GOC Optometrist registrant or be eligible for the renewal of your registration. Post-registration NHS primary care experience is essential for this role as well as previous experience conducting GOS post payment verification.

Main duties of the job

The main duties of the role is to respond to the Post Payment Verification escalations from non-clinical case workers in a timely manner. This will involve the use of the Case Management System and reviewing any disputes that are invoked by GOS contractors. In addition your role could also but not exclusively involve the following:

  • Supporting, mentoring, motivating and advising casework teams in non-line management relationships.
  • Responding to PPV escalations from Case Workers on the Case Management System
  • Reviewing disputed PPV claims from contractors
  • Working proactively across clinical and casework teams to deliver the services' goals and objectives and review and monitor NHS BSA policy and information provision.
  • Delivering the goals and objectives of own team and others. At times this will include taking direction and priorities from non-clinical Leads and Managers.
  • Providing advice on all clinical matters to external clients and customers and to all sections of NHS BSA internally.
  • Providing consistent, up to date and informed clinical oversight and advice on the collection, storage, analysis and provision of clinical and related data and information internally and externally.
  • Deputising for other NHS BSA Clinical Advisors when necessary and appropriate.

Job purpose:

Our Provider Assurance services collaborate with clinicians, health-care teams, commissioners and contract managers to assure quality outcomes and value for money across the NHS.

The Ophthalmic Clinical Advisor works with the Ophthalmic Senior Clinical Advisor (OSCA) and Provider Assurance Leads to ensure that our Casework teams are motivated and supported to deliver a consistent and accountable service for clients, customers and NHS Ophthalmic Contract Providers.

Working with and across a variety of teams and individuals, the Ophthalmic Clinical Advisor will ensure the provision of up to date, relevant and clinically assured advice, guidance and support to drive change and improvement in Ophthalmic Services as well as clinical advice in respect of operational issues, compliance with national policies, guidance and recognised good practice. In addition the post holder, with support from the Senior Clinical Advisor, will support the development and implementation of clinical products and services and provide clinical advice internally and externally.

By effectively collaborating with others the Ophthalmic Clinical Advisor supports our clinical and casework teams to meet existing and changing business requirements, by flexibly managing a number of priorities and work streams.

The work of the Provider Assurance teams is complex, sensitive and fast-paced and the Clinical Advisor is an important part of a busy team delivering a high-profile, evolving service that continuously adapts to fit our strategic and operational goals.

In this role, you are accountable for:

1. Liaising internally and with NHS England & NHS Improvement regional and local teams and others to identify, report on and promote assurance activities that deliver the services objectives.

2. Supporting, mentoring, motivating and advising casework teams in non-line management relationships.

3. Working proactively across clinical and casework teams to deliver the services goals and objectives and review and monitor NHS BSA policy and information provision.

4. Delivering the goals and objectives of own team and others. At times this will include taking direction and priorities from non-clinical Leads and Managers.

5. Engaging and working proactively with others internally and externally to identify and implement improvement opportunities.

6. Taking a lead role in the planning, support and delivery of clinical and casework activities, including mapping stakeholder requirements, resource planning and financial monitoring and management for at least one NHS region in England. Also contributing to the development and implementation of similar plans at national level.

7. Ensuring that operational activity is consistent and transparent and complies with assurance, governance and policy and procedure frameworks

8. Providing advice on all clinical matters to external clients and customers and to all sections of NHS BSA internally.

9. Providing consistent, up to date and informed clinical oversight and advice on the collection, storage, analysis and provision of clinical and related data and information internally and externally.

10. Effectively using a wide range of information technology tools to access and analyse a number of different complex data and information sets. Using a variety of technological solutions and clinical insight to collate these data sets into appropriate formats for a range of internal and external audiences, including senior stakeholders and management.

11. Taking a lead role in the development, implementation, positive promotion and improvement of IT systems that support assurance activities. This to include externally- and customer-facing digital solutions for Ophthalmic Contract Providers, contract managers and commissioners.

12. Working on the effective delivery of clinical policy, operational and data/information provision projects, including large complex projects and cross functional programmes, within the constraints of time and budget, that directly inform and impact on nationally recognised outcomes for clinicians, commissioners and patients.

13. Representing NHS BSA with external customers to consider matters relating to health and care policy and assurance services.

14. Building and promoting positive and effective relationships between the NHS BSA and Local Representative Committees, primary care contractors and their representatives, including providing clinical advice to optometrists, eye care professionals and those who work within optometry

15. Delivering training and calibration programmes to meet training needs of casework teams.

16. Providing formal expert advice in written reports, witness statements and verbally, including formal panels and hearings.

17. Deputising for other NHS BSA Clinical Advisors when necessary and appropriate.
