Job summary

A new opportunity has arisen for the Assistant Technical Consultant role on the Technical Consultancy Team (TCT) at an exciting and challenging time of transformation and change for the Scheme and Retirement Services.

As a support area for the business TCT's role is to make sure the NHS Pension Scheme is administered in accordance with the NHS Pension Scheme regulations and other pension legislation, for example in respect of the McCloud ruling, the tax changes announced in the Budget and new scheme factors.

Main duties of the job

You will have experience in the administration of the Scheme, an enquiring mind and willingness to learn, ask questions, investigate and research answers.

You will support the provision of technical advice on internal and external referrals and contribute to Stage Two of the Internal Dispute Resolution (IDR) procedure and escalations to The Pensions Ombudsman. You will also support reviews of the technical content of documents published internally and externally and the drafting and maintenance of technical guides, plus the ill health appeals process. In addition, you will participate in workshops and meetings.

This is a small team so you will need to be flexible and adaptable to the needs of the business.

You will have good communication and drafting skills and be passionate about the delivery of excellent customer service, liaising with internal and external customers, including members and their representatives, Service Delivery colleagues, The Pensions Ombudsman's Office, the Department of Health and Social Care, and the Scheme Actuary.

Job responsibilities

In this role, you are accountable for:

  1. The post holder will undertake the following duties and responsibilities with regular guidance
  2. The post holder will be responsible for ensuring that they are achieve all the service level agreements and statutory targets for deliverables that is their responsibility, be this on a daily/monthly/annual basis
  3. The post holder will ensure on a daily basis that all of their work and time is logged and accounted within control logs that may be easily reported against and audited should the need arise
  4. The post holder will be responsible for monitoring and logging all the work received into the team and in turn all the work undertaken by the team including time spent, by maintaining all control logs.
  5. The post holder will regularly provide the technical consultancy service delivery manager (or on occasion those deputising) with statistics to ensure that the team maintain all service level agreements and meet statutory targets in the delivery of TCT objectives.
  6. The post holder will be responsible for providing management information in an accurate and timely manner to various parts of the business on a regular basis and on an ad-hoc basis should the need arise at the request of the business.
  7. To undertake daily horizon sweeping and develop and understanding of the impact of changes (draft and enacted) to NHS Pension Scheme regulations and over-riding pensions legislation.
  8. The post holder will support the drafting of operational technical guides and support the production of draft changes to operational technical guides following an amending legislative change.
  9. The post holder will support the training academy, upon request, to support the delivery of technical training, either, face to face or on line via the learning academy
  10. Upon request, the post holder will support the provision of operational coaching on NHS Pension Scheme legislative matters.
  11. The post holder will, within 5 days of receipt of all the necessary information, draft a less complex TCT response to a technical referral from any source be this in house or third party .
  12. In support of the TCT Manager, the post holder will liaise directly with external bodies, such as (though not limited to) Her Majestys Revenue and Customs (HMRC), Her Majestys Treasury (HMT), Department for Work and Pensions (DWP) and the Government Actuarys Department (GAD) on matters concerning NHS Pension Scheme Regulations and over-riding legislation. Where necessary the post holder will attend external meetings with those parties
  13. Upon the issue of draft or enacted legislation, or upon the issue of any relevant pensions related consultation, the post holder will demonstrate their understanding by reviewing the content, assessing the impact and support the collation of the outcome into a formal draft report, that may be issued to the relevant parties within the NHSBSA to be used in the administration of the Scheme
  14. The post holder will support the drafting of articles for the monthly on-line technical magazine to be viewed by NHSBSA and Scheme employers.
  15. The post holder will, upon request or as a result of an amending legislative change support the drafting of technical material to be included in newsletters viewed by Scheme members and eligible non-Scheme members.
  16. The post holder will, upon request or as a result of an amending legislative change support the drafting of changes to the technical content of Scheme literature and web-site text. Where appropriate the post holder will support the creation of drafts of new Scheme literature and web-site text.
  17. The post holder will be proactive in supporting the identification of areas of potential policy change brought about as a result of legislative amendments and new enactments and bringing this to the attention of a senior colleague. In support of the TCT Manager and where necessary the post holder will attend as an observer at external meetings with Scheme employers and/or the Department of Health to further those discussions.
  18. The post holder will, within the service level agreement and statutory timescales, draft a less complex response to an Independent Dispute Resolution 2 referral (4).
