The CMO acts as Chief Policy Advisor to Government on health care matters and provides expert advice for a variety of Government functions.
They ensure the appropriate mechanisms are in place to monitor the health of the population and the quality of health care services and professionals.
They assume leadership/advocacy role in national public health matters and citizen engagement in public health, provide leadership in developing and enforcing clinical standards, and provide expert clinical advice for a variety of Government functions.
They will operate with a high degree of independence in all clinical and public health matters and provide unbiased medical guidance to communicate openly and transparently with the public, media, and stakeholders regarding health-related issues.
The CMO will advocate for evidence-based practices and prioritize the health and well-being of the community, ensuring that all public communications reflect the governments commitment to integrity and transparency.

Main duties of the job

Legislated and health related responsibilities
- Provide the Ministry of Health and wider Government with sound technical advice and assistance to facilitate the development and revision of legislation and policies, to guide the delivery of healthcare.
- Perform or delegate duties assigned under primary and secondary laws with reference to the Chief Medical Officer.
- Lead on behalf of the Ministry, the communication, and implementation of national and regional public health policies and strategies.
- Oversee the development of multi-agency public health programs based on identified areas of potential health improvement.
- Coordinate the integration of health, social services and voluntary organizations to promote effective collaborative working to raise awareness of their public health roles, and to ensure delivery of the wider government targets on well-being.
- Communicate effectively and diplomatically with the media and all sectors of the society, to steer practice in highly challenging circumstances such as communicable disease outbreaks, large scale chemical incidents, immunization and screening.
- Manage the advanced patient referral system for overseas and local treatments (for entitled and advanced patients) including reviewing the recommendation and confirmation of the validity of tests carried out for the clinical care provided, in accordance with established policies and procedures.
- Provide clinical decisions on the medical need of all referrals outside of the network for CINICO.
- Contribute to strategic workforce planning for the Ministry of Health in collaboration and partnership with stakeholders.
- Collaborate with regional and international health institutions and agencies in the development and implementation of national health projects, and plays an advisory role in major health infrastructure programs/projects and government health facilities development projects.
- Collaborate with heads of departments within the Ministry of Health in the coordination and execution of health projects, development of national health policies and advise the Ministry accordingly.
- Provide advice on, and assist in the development of health care financing strategies for programs such as the treatment abroad and National Health Insurance, in collaboration with all stakeholders.
- Ensure an integrated epidemiologic surveillance system to monitor preventable chronic diseases, conditions, and risk factors that significantly contribute to morbidity and mortality, as well as a robust system for the detection, monitoring, and control of communicable disease of public health significance.
- Assess the health needs of the community based on analysis and interpretation of health statistics, and other pertinent information.
- Participates in Medical Boards to assess Statutory Agency and Government employees as required.
- Responsible for the health sector disaster preparedness management in collaboration with the Chief Officer of the Ministry of Health, the Chief Nursing Officer, the Director of Hazard Management, head of Public Health department, the Chair of the Medical Relief Subcommittee, members of the National Disaster Committee, and the Chief Executive Officer of the Health Services Authority.
- Authorize the importation of Narcotics into the Cayman Islands.
- Provide annual and periodic reports to the Chief Officer of the Ministry of Health and maintains appropriate records.
