Job summary

Do you have extensive experience of statistical analysis in a healthcare setting?

We are looking for a full-time Data and Insights Analyst to join our Research and Intelligence team to work on using data across the HFEA including in statistical reports and our award-winning dashboards, as well managing preparation of large and sensitive datasets for specific research purposes.

Main duties of the job

The Data and Insights Analyst plays a key role in the Research and Intelligence team and across the organisation in ensuring we fulfil our statutory and corporate responsibilities. They lead on external official statistics publications and work with team members to quality assure data. The Analyst is responsible for extracting information from the register for internal and external publications and preparing datasets for researchers with approvals from the Register Research Panel. The Data and Insights Analyst will also prepare data for use in policy decisions to improve the way we regulate, and in response to public enquiries. Within the HFEA, the Analyst is responsible for providing regular, useful and accurate extracts of register data and providing methodological advice on data projects and publications. You will need to have extensive experienceof statistical analysis in a healthcare setting to be considered for this role.

The HFEA is the UK's independent regulator overseeing safe and appropriate practice in fertility treatment and embryo research. We license and monitor clinics carrying out IVF, donor insemination, and human embryo research.

This post is offered as either office based (in which case you will need to attend the office at least one day per week)or home based (in which case office attendance will be specified by your line manager based on business need). Our office is in Stratford, east London, in attractive new premises on the edge of the Olympic Park, alongside several other health Arms Length Bodies. The Data and Insights Analyst plays a key role in the Research and Intelligence team and across the organisation in ensuring we fulfil our statutory and corporate responsibilities. They lead on external official statistics publications and work with team members to quality assure data. The Analyst is responsible for extracting information from the register for internal and external publications and preparing datasets for researchers with approvals from the Register Research Panel. The Data and Insights Analyst will also prepare data for use in policy decisions to improve the way we regulate, and in response to public enquiries. Within the HFEA, the Analyst is responsible for providing regular, useful and accurate extracts of register data and providing methodological advice on data projects and publications.

The HFEA has recently launched a new data submission system and completed a data migration project, to modernise the register. This presents an exciting opportunity to make better use of our register data and enable greater access to it over time. This will include contributing to updates to our award-winning HFEA dashboard, and improving use of our data in our functions in regulating licensed fertility clinics.

Key responsibilities

1. Responsible for querying and extracting data from the Register database using Microsoft SQL Server:

to undertake our statutory responsibilities in responding to freedom of information requests and parliamentary questions

to provide data including disclosable protected patient information to external researchers in line with Regulations, ensuring that regulatory exclusions are appropriately applied

to enable responses to a broad spectrum of other high-level requests including consultations, legal cases, ministerial questions, and requests from clinics and the Department of Health and Social Care

2. Lead on the development of official statistics publications such as our flagship corporate publication, Fertility Trends, and reports on more specific topics of interest in the sector such as recent reports examining variations in fertility treatment access and outcomes by ethnicity see our Research and Data page.

3. Work to provide accurate register data in a timely and accessible manner to assist other team members in data publications.

4. Populate Power BI with regular extracts of register data and work with the team to ensure that extracts continue to provide meaningful, useful and accurate data to meet the requirements of the intelligence team and external stakeholders

5. Liaise with colleagues from across the HFEA on register data use, including the senior management, inspection, compliance, legal, register and policy teams; and external organisations such as Department of Health and Social Care and research establishments.

6. Provide information on the structure and quality of register data over time, liaising with internal and external stakeholders including government bodies and academic researchers to determine their requirements. Relay the strengths and limitations of register data.

7. Work closely with colleagues in the Register and IT teams, communicating analytical requirements for the research and intelligence team and translating back technical specifications.

8. Create advanced data models in Microsoft SQL and Power BI, including updates and maintenance to our award-winning HFEA dashboard.

9. When relevant, provide line management support to other staff such as any apprentices, and provide training in SQL and Power BI to team members as required.

10. Represent the HFEA at national and international conferences, seminars, external working groups or on internal panels/committees, presenting as required and where needed.
