Job summary

The Human Fertilisation and Embryology Authority is the UKs independent regulator of clinics providing fertility treatment and research involving human embryos. It operates as an arms-length body of the Department of Health and Social Care.

The HFEA is embarking on a transformation programme to replace several systems to ensure the HFEA remains a regulator that can operate effectively in todays and tomorrows world. We are seeking to move away from legacy bespoke systems where possible to Microsoft cloud native platforms such as Dynamics 365, Power Platform and SharePoint. The main systems we are looking to replace are

Bespoke in house system which manages our key regulatory and licensing activities

HFEA web portal which our licensed fertility centres use to submit data and licence applications

Document Management System from OpenText Content Manager to SharePoint

We recently launched a tender procurement and received significant interest from Microsoft partners. We are now progressing through the supplier selection process and expect to award the tender to a supplier by the end of calendar 2024, with delivery to start early in the new year.

Main duties of the job

We are seeking an IT Project Manager to work closely with HFEA staff and the awarded supplier to ensure the transformation project delivery is a success. Ideally you would have previous experience in managing IT projects when an outsourced supplier was responsible for delivery. This role will need strong leadership and interpersonal skills to engage with a large group of stakeholders effectively.

Interviews are likely to take place w/c 6/13 January 2025.

The HFEA is the UK's independent regulator overseeing safe and appropriate practice in fertility treatment and embryo research. We license and monitor clinics carrying out IVF, donor insemination, and human embryo research.

This post is offered as either office based (in which case you will need to attend the office at least one day per week)or home based (in which case office attendance will be specified by your line manager based on business need). Our office is in Stratford, east London, in attractive new premises on the edge of the Olympic Park, alongside several other health Arms Length Bodies. Responsibilities

Setup the project governance framework so that HFEA can monitor progress, manage risks and resources.

Be the client-side Project Manager the key interface between the suppliers teams and HFEA.

Monitor the suppliers performance, output and deliverables to ensure the programme is on track and delivering the expected outcomes.

Schedule workshops as needed so that internal staff resources are available for the project.

Identify and communicate risks, concerns, issues, dependencies, blockers and initiate the appropriate escalations or mitigating actions.

Ensure project administration is well developed and submitted regularly to the Project Assurance Group and board.

Write quarterly papers for the HFEAs Audit & Governance Committee detailing the projects progress and key information they may need to be informed of.

Engage with stakeholders at all levels, ensuring their needs and expectations are understood and managed.

Monitor the HFEAs programme budget and forecast costs where possible.

In collaboration with the HFEAs in-house test analyst, develop a testing programme to ensure the identified requirements have been met with the appropriate quality assurance.

Ensure good project communications so the organisation is kept up to date with the projects progress and milestones e.g. drop-in sessions and intranet updates.
