Job summary

We are seeking to appoint an enthusiastic experienced and highly motivated finance and accounting manager to join our highly respected organisation. Supporting the Finance Team and working closely with the Senior Finance Business Partner.

NB - we do not have approval to use agencies to recruit to this post.

Main duties of the job

Duties will include; preparation of the monthly management accounts, processing of key journals, cashflow preparation and reporting; performance reporting (KPIs); reporting to the Department of Health & Social Care; assisting in the production of year end accounts and annual reports plus any other duties as deemed appropriate. The post holder will provide regular training of staff in budget management; finance for non-finance staff.

The HFEA is the UK's independent regulator overseeing safe and appropriate practice in fertility treatment and embryo research. We license and monitor clinics carrying out IVF, donor insemination, and human embryo research.

This post is offered as either office based (in which case you will need to attend the office at least one day per week) or home based (in which case office attendance will be specified by your line manager based on business need, (this could be up to 3-days per month). Our office is in Stratford, east London, in attractive new premises on the edge of the Olympic Park, alongside several other health Arms Length Bodies. In addition to flexibility and hybrid working we offer generous annual leave and pension arrangements.

Job description

Job responsibilities

Accounts & Provision of Financial Support

  • Prepare the initial draft of the HFEAs interim and end year annual accounts and provide supporting documentation. Interpretation and ensure compliance to HM Treasury guidelines, accounting standards and following the agreed NAO audit plan
  • Oversee the operation of:
    • Accounts payable activity of the HFEA
    • Cash and banking processes

Manage the Automated Billing System ensuring HFEA invoices are accurate and timely

  • Review front-line debtor management and determine the need for escalation to senior management; ensure the HFEA cash-flow is managed according to requirements
  • Be responsible for monitoring the income and cash flow
  • Contribute to reviews of the structure, level and method of collection of licence fees and income forecasting methods
  • Perform a number of other standard accounting activities that underpin the integrity of the HFEA internal controls framework and accounting function
  • Assist the Head of Finance in the maintenance of a robust financial management system by providing financial awareness training for staff with financial responsibilities in respect of the HFEAs procedures and updating finance SOPs periodically.

Finance Business Partnering

Assist in the preparation and profiling of annual budgets for each Directorate and establish and manage the in-year operation of management accounts;

Provide support to Directors and Heads to Monitor budgets and review forecasts and procurement plans monthly/quarterly with budget holders, ensuring that plans are affordable and within delegated budgets and that Directorates have a clear understanding of their financial position;

Update the management accounts template monthly, revise expenditure and income forecasts and produce income trend graphs;

Act as critical friend to assist in Directorate delivery of value for money from procurement exercises.

Payroll and Fiscal Regulatory Compliance

Work closely with HR to ensure that accurate and effective recording of Staff Salaries, HM Revenue and Customs and Pension Scheme for payment are kept.

Ensure payroll processing reliably delivers HM Revenue and Customs returns

Assist in monitoring HFEA compliance with other appropriate fiscal regulations, including VAT and Corporation Tax.

Information & Audit

Provide information to internal and external auditors to assist their audit work; monitor progress of audit recommendations by liaising with Action Managers and preparing quarterly update papers to CMG and Audit & Governance Committee

Calculate monthly financial key performance indicators (KPI) as well as update the Risk Tool Analysis

Maintain and update of the fixed assets register, performing spot checks and ensuring that full annual audits of all capital items are completed

Produce and review financial data prepared for publication on the HFEAs website and www.data.gov in accordance with required timetable

Business Planning & Risk Management

Undertake such other work and contribute to such projects as may be required and agreed from time to time by the Head of Finance and Director of Finance

Contribute to the finance risk register. Monitor and provide management reviews of the financial aspects of HFEA activities as required

Team Cover, Deputising & Managerial

Deputise for the Head of Finance at monthly Corporate Management Group meetings and other committee meetings as required. Presenting papers and responding to queries as appropriate.

Represent finance on the HFEA Project Assurance Group, ensuring projects are properly funded and managed and that the financial inter-dependencies and impacts of other projects are identified and managed

Provide support for the Payables and Receivables Administrator, including, training and developmental needs

Other Duties

Participate in the development and delivery of upgrades / changes to the finance system, , helping non-finance users as necessary

Undertake induction training on finance procedures for new staff, members or advisers as needed

Other special projects or activities, as required from time to time.

Qualifications

  • Degree, preferably in mathematics accountancy business studies economics or finance
  • Finalist or Part CCAB qualified OR AAT qualified or equivalent

Desirable

  • Evidence of CPD or further higher education eg MBA
  • Fully CCAB qualified

Experience

Essential

  • Experience working in a collaborative way with areas of the business including acting as a critical friend
  • Comprehensive knowledge of standard computerised accounting systems; experience of running a computerised accounting system and managing period closing and year end routines
  • Excellent understanding and knowledge of basic accounting principles and financial controls and appropriate payroll accounting
  • Managing electronic accounts payables receivable and or banking functions and associated controls
  • Highly competent user of Microsoft Office IT packages email diary word processing spreadsheet presentation and graphs
  • Demonstrable experience of analytical statistical graphical tools in spreadsheets and their use in performance management and KPI preparation
