The Health Protection Manager role is a new role developed in recognition of the increasing importance the council has for all aspects of health protection. Screening and immunisation uptake is increasing but remains low and, in most programmes, significantly lower than the England average. Health protection affects communities differently with those living in more deprived areas experiencing higher impact. Leicester currently has the highest rates of TB incidence in the country and there is significant variation in our take up of latent TB screening programmes. We are looking for an experienced health protection practitioner who has a strong public health background and a commitment to make a real impact on the lives of people in Leicester.

Main duties of the job

All Directors of Public Health have a statutory duty to be assured of their systems health protection function and the health protection manager will play a key role in ensuring this duty is fulfilled.

As Health Protection Manager you will use your substantial experience and expertise to improve and protect the health of the population of Leicester. This involves the full range of health protection functions including infectious disease outbreak, screening and immunisations, infection prevention and control and responding to outbreaks and incidents. You will be the expert voice of health protection within and external to the council, providing advice and guidance in a full range of health protection matters.

You will work with key partners including UKHSA, the ICB and the NHS to develop our local health protection functions and will provide an advanced level of health protection advice to key stakeholders such as schools, voluntary organisations and council leaders and politicians. You will have the opportunity to increase skills and knowledge around health protection by providing informal and formal training on a range of topics to a range of organisations and stakeholders. You will lead and support the development of key strategies and action plans such as the LLR TB Strategy and Immunisation Strategy.

To use substantial experience and expertise to improve and protect the health of the population of Leicester through coordination, support, leadership and development of specific health protection programmes of work including: Providing decisive and effective leadership to teams in line with the councils Vision & Values and Leadership Qualities that enables them to do their best work resulting in high levels of people and organisational performance. Preventing, investigating and controlling communicable diseases in a range of different settings that include education and early years settings, care homes and other public environments. Increasing the technical capability and capacity of the Council with regards to health protection through training and staff development. Developing and implementing the LLR TB strategy and other local plans, strategies, and best practice standards as required. Supporting/developing work programmes and managing staff to increase the local uptake of national screening and immunisation programmes. Identifying and addressing gaps in current health protection functions. Providing detailed advice and guidance on a range of health protection areas to internal and external stakeholders, and timely and comprehensive health protection updates to council members, senior staff, committees and Boards. Representing the Council at meetings, committees, through consultation activities, and customer/client management, providing updates and information on all health protection related functions. Leading negotiations and steering desired outcomes via the agreement of priorities and working arrangements with partner organisations, agencies, and external bodies. Undertaking work associated with new initiatives, changing governing requirements, and service development projects.
