Job summary
Waltham Forest Council is looking to appoint a part time (21.6 hours FTE 0.6) Public Health Strategist on a permanent contract to join its Public Health Team. This role has a specific focus on child and maternal health.
The successful candidate will bring energy, drive and innovation to make a difference, working through challenges to improve outcomes for children, young people and families in Waltham Forest.
The role would suit a candidate with good knowledge of childrens health, as well as experience of commissioning services, and with demonstrable strong partnership working, networking and influencing/negotiating skills.
While the position is a general public health strategist role, the portfolio to be covered by the candidate will focus on child and maternal health, covering some of the following areas:
- Commissioning of 0-5 services, including our Best Start Service (infant feeding, healthy weight, oral health)
- Working in partnership to ensure delivery of health outcomes for Family Hubs and the Councils Best Start in Life Strategy (for 0-5s)
- Development of strategies and partnership response to key public health priorities for children and young people including partnership working around high profile areas, for example, long term conditions, oral health, SEND, infant mortality.
Main duties of the job
The post holder will have lead strategist responsibility for one or more areas of public health practice, reporting to a Consultant in Public Health or equivalent. In addition the post has a wider public health function that includes needs assessment, strategy development and collaborative working with other agencies to develop and commission health programmes and tackle health inequalities across Waltham Forest.
Work within a policy framework and regulatory guidelines, applying knowledge of systems, procedures and best practice. Work to broad managerial direction, within a policy framework and regulatory guidelines, to ensure performance standards are met within a framework of policy and legislation. Plans own time and responsible for planning, organising and delivering interventions and actions. Responsible for professional advice, assessments or referrals. Exercise professional judgement in assessing stakeholder requirements, potential risk and quality assurance of service. Monitor and evaluate performance / service delivery, ensuring all parties are informed of progress / issues as required.
Provide support to customers, colleagues and other stakeholders through applying knowledge of systems, procedures and best practice.
Use initiative to deal with complex issues and respond appropriately in an unpredictable work environment. May involve isolated working outside core hours.
