Job summary

The Culture and Tourism Service sits within the Adults & Communities Directorate. Our ambitions are to use culture as a mechanism to inspire communities to make lasting change, improve quality of life and raise aspirations and to drive place making.

We are seeking an innovative and highly motivated Health and Wellbeing Development Officer to join our Libraries team within the Culture and Tourism Service. The Health and Wellbeing offer is a core objective for our libraries and is also part of the libraries Universal Offer.

This is a key role that will lead on the development of the health and wellbeing offer across the library service, manage and develop partnerships, local, regional and national initiatives, projects and activities that support the health and wellbeing of local people. The role will also develop and manage the home delivery service. The role will lead on the creation, development and delivery of a library offer and programme that supports the health and wellbeing of local people in line with local, regional and national agendas.

Main duties of the job

We are looking for someone that has a strong track record in the health or creative sector who has been working at a supervisory level, has experience of shaping and developing programmes linked to health and wellbeing needs, working with people in the community, of partnership working and evaluation.

Job Purpose: To lead on the development of the health and wellbeing offer across the library service. To manage and develop partnerships, local, regional and national initiatives, projects and activities that support the health and wellbeing of local people.

To develop and manage the home delivery service.

Relationships:

Accountable to: Libraries and Customer Service Coordinator

Accountable for: Mobile Library Assistants

General Contacts: External bodies including regional and national funding agencies and strategic library partners, internal departments in part, Government departments, other Local Authorities, NHS, suppliers, local communities, regional and national arts sector, voluntary sector bodies, public organisations

Key duties and responsibilities:

1. Lead on the creation, development and delivery of a library offer and programme that supports the health and wellbeing of local people in line with local, regional and national agendas.

2. To be responsible for the management and development of the home delivery service, including exploring new opportunities for the service to diversify and expand its reach i.e Care homes, hospitals, day service and manage within budget.

3. To be actively involved in the planning and provision of stock and resources relating to health and welling and ensure that materials meet the diverse needs of the community.

4. Contribute to, develop and lead on the delivery and coordination of local, regional and national events, projects and initiatives around Health and Wellbeing, including linked to the Universal Offer and social prescribing offer e.g., mental health groups, dementia groups, books on prescription, Reading Well, Death positivity.

5. Work in partnership with internal and external partners on the development and delivery of the offer in particular with Public Health colleagues including Social Prescribing, Changing Futures and Thrive Partnership, Creative Health, Culture and Adult social care.

6. To be responsible for the delivery of nationally and locally funded NHS/Public Health programmes.

7. To effectively line manage staff and volunteers were appropriate and to lead, motivate and train staff in the development and delivery of services relating to health, wellbeing and inclusion.

8. To use the libraries Health Core Offer to enhance the health and wellbeing of people of all ages within a diverse range of communities across the Borough.

9. Identify and develop project bids to maximise the level of external funding for the libraries service, in particular to support programmes of activity including linked to the Universal Offer and audience/reader engagement.

10. Working with responsible officers assist in the compliance with the Equality Act disability Discrimination Act with the library service.

11. Contribute to the development of appropriate policies and plans related to the Health and Wellbeing library service.

12. To represent the library service at strategic meetings, both internally and externally as required, including Libraries Connected, National Literacy Trust, Creative Health etc

13. Ensure effective planning, implementation and evaluation of all programmes of work.

14. To contribute to increasing the profile, engagement and memberships of the library service through marketing and communications campaigns, in particular to ensure all Health and Wellbeing programmes and home delivery services are effectively marketed.
