Job summary
To be responsible to Senior Public Health Manager /Public Health Strategist (Tobacco Control and
Treatment Service ) for:
overseeing a diverse range of activities and be required to work as part of the Tobacco Treatment
team, playing a pivotal role leading the development of services within primary and secondary
care, prisons and the community, involving close liaison and partnership working with senior
leaders in primary and secondary care, general practice, workplaces, prisons, other community
settings and the community outreach services in the borough.
The post holder will
i) provide evidence based services directly to clients with complex medical conditions who
wish to give up smoking
ii) have extensive autonomy and responsibility for developing Tobacco treatment services
and pathways within key settings and ensuring that standards of service are met by our
commissioned services
iii) make decisions which have a significant impact on service provision and will be expected
to set and monitor standards of service and to provide training to national standards
iv) have strong influencing skills to deal with complex situations and be able to build good
relationships across both the Council and partner organisations
Manages a team of up to 10 indirectly managed consultancy/contracting staff/sessional staff.
Main duties of the job
1) Lead on the development of tobacco treatment services in a number of key settings in primary
and secondary care, prisons and the community, requiring imaginative solutions and innovative
thinking to directly lead to changes within the service and reduce health inequalities for key
priority patient groups with complex needs.
2) Develop new and innovative integrated pathways of referral and treatment, focusing on priority
smokers with complex needs in a number of settings, establishing systems for reporting and
monitoring and increasing client numbers into service.
3) Lead on the setting up and management of treatment clinics, data collection systems and
performance monitoring of both commissioned and provided services. This is a new model of
working, and will therefore require a high level of support, persuasion and advocacy, to establish
partnership working with senior leaders and clinicians within all clinical settings ensuring high
quality evidence based tobacco treatment is available.
4) Liaise with key management within partner organisations to ensure tobacco treatment is part
of all clinical pathways, and that data can be collected on referrals and activity.
