Job responsibilities
Purpose of Job:
You are responsible to the Integrated Commissioning Team Manager for:
1. The strategic commissioning of services which seek to prevent avoidable poor health, promote and protect good health and wellbeing and tackle health inequalities. This includes statutory public health service commissioning and NHS prevention and population health service commissioning and development. These services will include local authority services and where agreed may include some ICB (Integrated Care Board) services.
2. Supporting the planning, procurement, monitoring and evaluation of public health commissioned services for residents and service users.
3. Support the redevelopment of commissioned services aligned to the development of Neighbourhoods to maximise outcomes for residents supported by Primary Care Networks (PCNs).

Duties:
1. To develop outcome focused service specifications for the commissioning of services aligned to neighbourhoods and PCNs.
2. To work with PCNs and relevant partners to establish evidenced based need to develop and implement an effective contract monitoring and management framework with relevant key performance indicators.
3. To work with Public Health specialist leads and members of the Primary Care team to manage a single portfolio of contracts covering areas such as Sexual Health, Healthy Weight, Physical Activity and Drugs & Alcohol.
4. To devise and secure the process and timetable for procurement of services, as necessary.
5. To project manage delivery of the procurement, ensuring that colleagues in strategic procurement, HR, finance and legal contribute to the process and that legal and Council requirements are met.
6. To assist the Integrated Commissioning Director/Associate Director of Integrated Commissioning and Health Protection, in drafting any necessary decision report on the award of contracts.
7. To devise and secure agreement on monitoring requirements that evidence achievement of outcomes and good value for money.
8. To develop strategies to commission the right services at the right price in the right place to meet the diverse needs of our community.
9. To devise and implement improvement plans where services are underperforming.
10. To devise strategies to embed residents voice throughout the commissioning cycle, and to seek evidence from commissioned providers.
11. To ensure with colleagues in legal that a suitable contract has been devised and negotiate terms with the provider as necessary.
12. Build relationships with provider services and undertake effective performance management, to ensure that commissioned providers provide timely returns in line with monitoring requirements and that these are evidence agreed outcomes, value for money and meet commissioning standards.
13. To make recommendations to the Integrated Commissioning Director/Associate Director of Integrated Commissioning and Health Protection on the revision, renewal or termination of contracts.
14. To support the Head of Commissioning to quality assure aspects of work across the team and share best practice with commissioning officers.
15. To maintain up to date information on the contracts register and plan in a timely way for the recommissioning or termination of those contracts.
16. To take a lead in planning the agenda and papers for relevant Integrated Commissioning Groups and to present reports as required to inform decision-making.
17. To undertake any other work appropriate to the level and general nature of the posts duties, supporting the Head of Commissioning.
