Integrated Front Door - Empowering Families, Protecting Futures
We are seeking a dynamic and experienced leader to take on the role of Service Manager of the Integrated Front Door!
Within our Ofsted rated Outstanding Local Authority, our Support and Safeguarding Service works with some of the most vulnerable children in Wiltshire, including children in need, those in need of protection and involved in family proceedings, alongside a proportion of our looked-after children.
This role will have specific oversight of the Integrated Front Door, Early Help Hub, MASH (Multi Agency Safeguarding Hub), Local Authority Designated Officers For Allegations and will be our service champion and lead working in partnership with colleagues in the SEND service.
Main duties of the job
As the Service Manager, you will be responsible for supporting children, young people and their families to be healthy and resilient, and able to maximise their life chances and independence. You will work collaboratively as part of the senior leadership team to achieve the directorates aims and visions. This role will require the provision of strong leadership across the partnership, engaging with both internal and external partners, good communication skills are key. You will be responsible and accountable for operational and strategic practice within the service reporting into Performance and Outcomes Meetings.
You need to be a qualified Social Worker registered with Social Work England, possessing significant post-qualification experience and previous experience as a Manager in childrens safeguarding. You will have strong management skills, with a proven ability to develop projects and lead staff effectively and an ability to drive strong practice and performance. An extensive understanding of child protection and safeguarding processes is essential, including understanding of Early Help and SEND.

As a Service Manager in the Families and Childrens directorate your duties and
responsibilities are to
- Work jointly and collaboratively as part of the extended leadership team to achieve
the directorates aims and vision and contribute to wider council priorities.
- Support children, young people and their families be healthy and resilient and able
to maximise their life chances and independence.
- Support and drive innovation and change across the service and wider partnership
- Provide leadership across the partnership (including both internal and external
partners), demonstrating a breadth of knowledge and skills and willingness to step
outside of specialisms.
- Operate matrix management arrangements, including where required to multiagency staff groups, and provide leadership of a diverse range of day to day and
transformational projects.
- Support the service to have robust financial management and where relevant taking
management responsibility for delegated budgets, including budget monitoring and
staff resources.
- Provide strategic policy direction and leadership across areas of responsibility.
- Work proactively and take responsibility to assess and mitigate corporate risk.
- Undertake quality assurance activity, including analysis of performance outcomes
and compliance with statutory responsibilities.
- Undertake operational management of a specialist service, area and/or workstream
which has impact across the council managing day to day performance in
conjunction with the relevant head of service.
- To be expected to work unsociable shifts both planned and at short notice to meet
service needs.
- To co-ordinate the departments response to Emergency and Major Incident
Procedures set up by the Council out of normal office hours.
- To carry out the delegated authority of the Directors of Childrens Services, outside
of normal office hours, in making decisions in an emergency including in relation to
an individual involving issues of personal liberty e.g., Allegations Management or
strategically in terms of Rapid Response relating to Child Death Enquiries or
Business Continuity. There is a statutory notification of serious events to be
discussed directly with the Senior Manager on call.
- To negotiate and maintain contracts with relevant agencies, managing funds fromthose agencies and staff resources deployed into the team. To report such activity
as appropriate to the respective Corporate Directors as lead commissioners. To
include the emergency commissioning of specialist safeguarding provisions at point
of crisis for the most vulnerable service user groups.

in an out of normal working hours. This includes the provision of early support and
early help services in communities; pre integrated front door and across the whole
of Families and Childrens Services.
- Ensure timely and robust multi-agency decision making within the integrated front
door, leading to clear service delivery and support from the most appropriate
professional/agency to the family.
- Provide expert advice and guidance on complex operational issues.
- Identify and manage risks, ensuring that significant risks are escalated as
appropriate.Oversee and ensure staff engagement, personal and professional development and
succession planning.
- Develop and ensure effective performance monitoring and management.
- Model the councils behaviours and develop and encourage these within youteams.
- Lead on specific programmes of improvement and innovation within these teams
