Health Improvement Officer (Stop Smoking Service)
The post holder, part of the Public Health Team, will contribute to the achievement of broad public health outcomes, detailed in the Southend 2050 ambition and the Governments ambition of Delivering a Smokefree
2030. This will be achieved through the development and implementation of the local plans pertinent to their agreed portfolio, under the leadership of a senior public health officer and the Director of Public Health.
The post holder will support the Public Health Stop Smoking Service to:
Reduce smoking prevalence amongst adult residents and young people
Reduce the inequality gap in smoking prevalence between those in routine and manual occupations and the general population
Reduce prevalence of smoking in pregnancy and at the time of delivery
Support residents with mental health conditions to quit smoking
Provide residents with several service options and safer alternatives to smoking in a range of settings
Promote stop smoking services and national and local campaigns to support residents to quit smoking
Key Responsibilities
The post holder will:
Support the smoking cessation service lead and stop smoking service officers to ensure the service is of high profile with a strong awareness of the referral pathways to access the service.
Provide high quality stop smoking behavioural support and advice in accordance National Institute of Health and Clinical Excellence Guidance and the National Centre for Smoking Cessation & Training guidelines.
Contribute to the planning of the service, as part of the overall stop smoking service strategic plans, including providing a variety of settings and locations which will suit target groups with particular focus on routine and manual workers; pregnant women and at the time of delivery; and residents with mental health conditions to quit smoking.
Develop and sustain stop smoking support and referrals into the service.

Actively be involved in the development, dissemination, promotion, and advertisement of the stop smoking service publicity and support materials, in collaboration with the Councils communications team.
Act as an expert resource for Public Health commissioned stop smoking service providers in the delivery of smoking cessation interventions, e.g., GPs, Community Pharmacists, Practice Nurses, Vape shop settings.
Communicate effectively, using a range of methods e.g., emails, written reports, to support the stop smoking service offer, with a range of professionals in primary and secondary care, community settings and specialist services including GP surgeries, pharmacies, hospitals, community settings, vape stores, and workplaces.
Contribute to the development of the stop smoking service training programme in a variety of settings.
Maintain a register of stop smoking service advisors across all settings and support existing and newly trained stop smoking advisors in the everyday provision of the service through regular communication, including face to face visits.
Ensure all stop smoking advisors have adequate access to up to date and fully functional equipment, resources, and materials, including CO monitors and associated consumables
Identify and engage with individuals from agreed target groups and communities to facilitate communication regarding promoting their health and wellbeing, and the stop smoking service.
Identify local leaders, champions, and advocates, to ensure that the service develops in line with local need and is embedded in the local community.
Champion and adhere to processes and procedures to identify and strive for continuing improved quality throughout the patients pathway, together with robust data management.
To be proficient in the use of the Quit Manager platform to support timely data collection, management, and reporting against Public Health Service performance measures.
To be proficient in the use of the Quit Manager platform to support data accuracy, client record management, and supporting Stop Smoking Service Officers in service delivery.
Utilise a clinical recording system to record pathway of care (Quit Manager): - assess, plan, recommend, implement, deliver, and evaluate smoking cessation advice, support and counselling to clients motivated to stop smoking.

Comply with the data entry and monitoring requirements of the service in accordance with Public Health and national performance reporting requirements and produce reports for local dissemination and national evaluation purposes.
Undertake service quality assurance system checks, surveys, risk assessments and audits, as necessary across all settings to improve service outcomes.
Ensure patient records are up-to-date and comply with Caldicott and IG requirements.
Report to the relevant smoking cessation lead on interventions and outcomes on a regular basis.
Be compliant with all relevant policies, procedures, and guidelines, including the appropriate code(s) of conduct associated with this post; maintain awareness of safeguarding issues, report and acting on concerns in accordance with Council policies and procedures.
Take responsibility for own continuing professional development and recognise and work within own competence and professional code of conduct.
Keep up to date with smoking cessation practices, techniques, and developments.
Prioritise, organise, and manage own workload and activities, such a setting visits or training schedules, in a manner that maintains and promotes high quality.
Ensure that commitment to equality and diversity is reflected at all stages of service delivery and evaluation, in line with agreed service standards.
Participate in Personal Development Review (PDR), supervision and mandatory training in line with organisational requirements and/or as part of a formal requirement for continued registration with a recognised governing professional body.
In addition to these functions, employees are required to:
Carry out such other duties as may be reasonably required by line manager, the organisation, and other departments.
Participate, through individual performance review, in matching organisational aims with personal objectives.
Take responsibility for their own and others' health and safety in the working environment.
Take responsibility for identifying risks and taking action to control them as appropriate to the post.
The post-holder is accountable to a Senior Public Health Officer and the Director of Public Health.

i) The post-holder will have access to confidential data on staff and services within the organisation. Failure to maintain confidentiality may lead to disciplinary action which could ultimately lead to dismissal.

viii) It is the responsibility of the post holder to be aware of and follow the legislation and guidance regarding Safeguarding Children and Adults as stated in the Trust Safeguarding Policy and the Southend, Essex, and Thurrock (SET) Guidance. This applies to all staff regardless of which member of the family is the primary client. The post holder is responsible for ensuring they receive the appropriate level of Safeguarding training according to their role.
