Main duties of the job

The focus of the role is the strategic and technical lead on the development of the All Age Transport brokerage service In this role, you will:

  • Lead the All Age Transport Service
  • Initiation, commissioning, management, evaluation and progressing of transport projects
  • Management, maintenance and analysis of various datasets and transport data and or information services associated with the service
  • Procurement scope, monitoring and management of transport contracts
  • Strategic input into the areas development management plans and policies
  • Implementation of transport policy and strategy
  • Integration of internal resources to drive best value and innovation
  • Development of demand response transport Key Responsibilities:
  • Manage and develop the All Age Transport brokerage function
  • Under the general supervision of the Head of Commissioning, to manage staff, consultants and contractors to effectively deliver services
  • Manage all team resources to deliver challenging income targets, commercialise and innovate service delivery
  • Direct, lead, motivate, train and appraise a multi-disciplinary team of transport professionals and develop and maintain partnerships to effectively deliver optimal transport outcomes for Stoke on Trent City Council in line with our standards and vision.

Strategic Management

  • To lead on all aspects of all age transport commissioning securing the most effective, value for money transport services for individual children and adults.
  • To be accountable for the development of new and innovative commissioning and contracting strategies and plans within designated areas of activity to meet the council, strategic partnership, directorate and service objectives in the most cost effective and efficient manner.
  • To provide strategic advice to the Head of Commissioning and other Senior Managers including Directors and Elected Members.
  • To promote a clear sense of direction and purpose enabling the Directorate and Division to translate vision, values, policies and procedures into practical and effective action, working to support the one team approach.
  • To develop services and staff to deliver excellence in all areas of operation through innovation, business and market management, communication and motivation promoting a can do culture. Identifying good commissioning practice, mentoring and supporting the team members to deliver.
  • To ensure the Local Authority fulfils the required national strategy, statutory responsibilities along with the legal, regulatory, national minimum standards and the Local Authoritys own objectives in relation to the designated portfolio.

  • To ensure appropriate systems are in place to effectively collate statistical information and trend analysis that informs future service development and placement sufficiency with a clear focus on supply and demand.
  • Ensure a robust process of annual business planning is maintained with appropriate reports, delivery plans and annual needs assessment taking place in a timely way to identify and deliver against commissioning priorities.
  • Be responsible for the annual and periodic complete review of associated strategy and plans from a transport commissioning perspective.
  • In partnership with commissioners, and operational leads, be accountable for the outcomes of associated and directly commissioned transport, ensuring there are appropriate governance arrangements in place relevant to the service area.
  • Establish and maintain effective partnership and joint working relationships with relevant bodies, including strategic partnerships, joint funders, transport operators, community leaders and elected members.
  • Ensure a customer focused approach to planning and delivery of services and developing a positive working environment through active involvement of staff shaping the development and delivery of services including ensuring the workforce is confident, skilled and flexible.
  • Liaise with operational managers, subject matter experts and technical specialists across adults and children services to ensure commissioned services are responsive to local needs and conditions.
