Main duties of the job

We are looking for a Research & Insight Officer to help us develop our research infrastructure, capability and capacity to enable us to understand and tackle the wider determinants of health. You will join a team that will work to achieve our project milestones over our 5-year plan, with the goal of reducing health inequalities.

You will support activity across each of our six pillars of culture change; Public and Community Involvement, Engagement and Participation, Data, Governance, and Infrastructure, Research Training and Skills Development, Collaboration with anchor institutions, Monitoring, evaluation and improvement, and Knowledge Mobilisation.

Job description

Job responsibilities

In line with the councils policies and values, support the development and delivery of a customer focussed, high quality business intelligence service.

Support the provision of high quality research and insight support to LCC officers and managers, including Departmental Management, through appropriate communication and dialogue.

Support culture change by driving innovation, service transformation and continuous improvement.

Ensure the Equality, Diversity and Human Rights considerations are an integral part of performance and business intelligence activities.

Demonstrate the Councils values, and a commitment to equality, diversity, and inclusion at all times.

Support the identification of opportunities to promote evidence-based decision making throughout the organisation, including supporting managers to ask the right questions at the right time.

Identify opportunities to improve the relevance and efficiency of the Business Intelligence Service, including through the co-production of reports and dashboards and automating or streamlining processes.

Support the provision of strategic insight, advice and challenge by developing and sustaining effective working relationships (including with other departments and partners).

Support the development and promotion of the role and added value of the wider Strategy and Business Intelligence Branch and Business Intelligence Service within and beyond the Council.

Flexible and adaptable approach to doing what needs to be done.

Responsible for protecting and managing information securely, and reporting breaches or suspected information security breaches, in line with council policies.

Support the Team Leader, Business Partner and Research & Insight Managers to plan and deliver a range of research and insight projects.

Review, manipulate and cleanse data (where appropriate) and provide high quality analysis and statistical information, including reports and dashboards.

Support the delivery of other research and insight programmes and projects within the wider Branch.

Lead, manage and deliver multiple small research projects (quantitative and qualitative, including consultations) across a range of areas.

Analyse, interpret and add value to a range of internal and external data and information (including socio-economic data).

Support the dissemination of the key findings of research and insight across the organisation and partners through the preparation of reports, dashboards and presentations and updating content and data on www.lsr-online.org and other portals as appropriate. Presenting findings when required to staff and to partners.

Support and assist in the development of new and innovative research techniques and methods and assist in the development of new approaches to presenting information and evidence to a range of audiences.

To contribute to project reporting and monitoring, through relevant reports and Board meetings

  • Working in a business intelligence, research and insight or performance management environment
  • Planning, developing and implementing research and insight/business intelligence/performance management projects and/or programmes
  • Researching specific issues and managing and analysing data from database to dashboard (e.g. producing charts tables, maps, dashboards and use of statistical/analytical techniques including extracting data from systems, understanding database relationships and basic knowledge of data joins)
  • Experience of presenting data and information using a variety of IT packages
  • Preparing high quality reports, dashboards and presentations for a variety of audiences
  • Providing research or analyst support to managers and projects, to include interpretation of research and data analysis findings
  • Advising managers and colleagues on a range of research and insight issues, including developing research bids and designing research protocols

  • Handling research and insight issues within the context of a political environment

Knowledge & Skills

  • Research techniques and methodologies and their use and application (e.g. data mining/statistics, consultation, segmentation, qualitative techniques and visualisation)
  • Best practice approaches in research and insight from the private and public sector
  • Knowledge of specialist software that underpins the teams work areas particularly knowledge of Tableau (or similar visualisation packages) would be an advantage but also others such as EasyMorph, SNAP, SPSS, R, Excel, SQL Management Studio and ability to learn new packages
  • Excellent IT skills (including in Microsoft packages such as Word, Excel and Outlook) and proven ability to learn new packages
  • Good literacy and numeracy skills
  • Care and concern for the accuracy of information and evidence of attention to detail in working methods
  • Working under pressure to tight deadlines across multiple projects, and to multiple managers, whilst maintaining accurate data analysis
  • Good presentation, written and verbal communication skills, including the ability to write concise and meaningful reports/ provide an interpretation of research and data analysis findings
