Job summary

Come and be part of our new People Commissioning Team. This is an exciting opportunity to join and help build a new integrated people commissioning function at Cornwall Council.

We are one of the largest unitary Councils, we are creating a new function that supports both Childrens and Adult Care Services.

There are a number of new opportunities across the People Commissioning function for people who are both interested in building a career in public services and social care as well as opportunities for those who have lots more experience.

We still have a number of roles that will lead on a broad set of functions below:-

Establishing strategic commissioning and the intelligent client function for the Council across the delivery of people servicesLead on driving innovation and excellence in service deliveryManaging patterns of demand differently to improve outcomesEstablishing strong and effective partnerships to commission services jointly across with health, housing and other providers.To lead the strategic transformation and reshaping of services over the medium to longer term.Working closely with providers to help them be the best that they can, not only delivering excellent services but also supporting them to deliver added social, economic and environmental value to the Cornish economy.

Job responsibilities

Commissioning Managers are senior officers reporting to the Strategic Commissioning Leads and will manage a team of Commissioning Officers and Assistant Commissioning Officers in the delivery of complex strategic commissioning priorities and supplier relationship management. The role holder will be responsible for supporting the development and implementation of strategies, planning new policies and frameworks and delivery of all of the strategic activities for the area of work. The role holder will ensure that services are commissioned in a way that has a focus on best practice, reflective learning, codesign, deriving good quality service provision and cost effectiveness.

We Have a number of Commissioning Manager Roles including:

Care Homes:This role will be supporting the Strategic Commissioning Lead for Accommodation with Care in the development of new care home market capacity and working with the current care homes market to ensure access to good quality services that can support the increasingly complex needs of Cornwalls residents.

Working Age Adults Services:We have roles (including 1 flexible part-time post of 16 hrs) that will be supporting the Strategic Leads for Learning Disabilities, Autism, Mental Health and Empowering Independence to develop the housing and support offers for individuals typically 18 to 64 years. This is including residential care, supported living services or perhaps independently living with outreach support. These roles will be required to establish Cornwalls approach to self-directed support, as well as expand the market to respond to creative support planning solutions as well as support for those that require support from adult social care as have found themselves homeless with complex needs.
