Job summary

This is an exciting opportunity to apply your research and evaluation skills to a local authority setting and help make a lasting impact for victims and survivors of domestic abuse in Hertfordshire.

The Strategic Partnerships Team within Adult Care Services has commissioned a new Community Outreach Service, to provide vital community outreach support for victims of domestic abuse, and their children, where they are assessed as being at standard or medium risk of harm.

With the support of the Senior Research and Evaluation Officer, the post holder will be responsible for conducting a robust evaluation of the Community Outreach Service for victims of domestic abuse in Hertfordshire. The evaluation will underpin decision-making for future service provision, including whether and how the place-based community support model will continue.

The post holder will also be expected to feed evaluation findings into the design and planning workshops for a One Stop Shop model and collaborate with Research and Evaluation colleagues to design an evaluation and monitoring framework for the new initiative.

Although based in the Public Health Evidence & Intelligence Team, the post holder will be required to work across the Public Health and Adult Care Services (ACS) directorates in a seamless manner.

The role will require proactive and effective joined-up working with a range of colleagues in ACS, Public Health, the data protection department, as well as other internal and external stakeholders.

Main duties of the job

The main purpose of the role is to:

  • Work closely with the Senior Research and Evaluation Officer, other Research and Evaluation Officers, and the Strategic Partnerships Team to conduct a robust, mixed-methods evaluation for the Community Outreach Service.
  • In line with the evaluation plan, undertake qualitative and quantitative data collection, transcription, data cleaning, and analysis of data.
  • Proactively manage all aspects of the evaluation process, including identifying and overcoming barriers to delivery of a robust evaluation and escalating issues to the Senior Research and Evaluation Officer and/or other team members as appropriate.
  • Keep colleagues informed of the progress of the evaluation through verbal and written updates and attendance at relevant group meetings as required, including regular attendance of the monthly Public Health Research and Evaluation Team meeting and Domestic Abuse and Violence Against Women and Girls Team meeting.
  • Present the findings of the evaluation in a high-quality report which includes recommendations and robust conclusions relating to the process and impact of the Community Outreach Service.
  • Disseminate the findings of the evaluation to senior managers, commissioners, and stakeholders through verbal presentations, as required, including in design and planning workshops for future services.
