Main duties of the job
Youll develop, advise on and co-deliver programmes of work focussing on our whole systems approaches to obesity, food insecurity, healthy housing, spatial planning and place making, and coordinating our work with local places, including District and Borough Councils. Whilst some of our workstreams are well established, youll also have the opportunity to shape projects and programmes of work within your portfolio.
For this role, strong experience of working in a public health role is essential, and you must be educated to a Master's degree level. Youll have a proven track record of working collaboratively with a number of partners in a multi-agency setting, using your excellent communication and influencing skills to effectively work with others to achieve change.Your innovative and forward thinking approach will enable you to capitalise on new opportunities and initiate transformative ways of working. Your knowledge of public health concepts, combined with your ability to use evidence-based research methods to gather, interpret and present complex data in a meaningful way to a variety of audiences will be key. Experience of working in local government on physical activity, climate change or the wider determinants of health is preferable, though not essential.

Job responsibilities
Facilitate the development and delivery of projects and programmes that focus on the wider determinants of health at place. Work with colleagues and system partners to raise awareness of the link between inequalities, health and place and facilitate action with a focus on healthy housing, spatial planning, food insecurity and community connectiveness.
Provide specialist support to the County Council, professional groups, partner organisations and other key stakeholders to ensure there is a co-ordinated and evidence-based approach to work programmes and projects that focus on place.
General
- Work within the organisation to embed a health in all policies and place-based approach into the work of other departments and teams.
- Contribute to and lead on some aspects of programme implementation to improve the health of Hampshire residents in line with the Hampshire Public Health Strategy and other key strategies and policies.
- Develop and maintain an understanding of the evidence base for taking a place based approach to population public health.
- Generate and apply insight data to inform the development of targeted interventions with communities at high risk of poorer outcomes to reduce inequalities.
- Contribute to needs assessments, public engagement and equity audits as and when needed for this role.
- Develop evidence-based outcome measures to be able to monitor, evaluate and report on the performance of public health services/programmes/projects and key public health outcomes.
- Manage, develop and sustain key working relationships across a number of organisations, including Integrated Care System/Boards (ICBs), Primary Care, Adults Health and Social Care, Childrens Services, in relation to place.
- Provide Public Health input to a range of partnerships in order to facilitate collaborative working with commissioners, providers, private sector and voluntary sector stakeholders.
- Identify local evidence-based public health priorities and develop action plans, policies and strategies to meet these priorities.
- On the occasion that this role may require it, allocate and manage resources, including budgets, for specific public health services, programmes and projects.
- Contribute to public health training, including public health training for trainees and practitioners who have a public health focus to their jobs, and for multi-agency, community-based training events to promote and support the delivery of public health initiatives and programmes that take a place based approach.
- Deputise for the Public Health Principal as required.
- Contribute to local and national public health audits and research projects in order to develop evidence of effectiveness in a range of public health areas.

District and Borough Councils
- Lead on District and Borough Council liaison including helping set the priority areas for partnership working with the Consultant in Public Health and Principal and supporting team members working at place level.
- Lead on the development of Whole System Approach (WSA) in Districts and Boroughs, including whole systems approaches to childhood obesity and place making programmes of work.
- Contribute to Health and Wellbeing Board Strategy priorities for healthier communities in collaboration with the Health and Wellbeing Board Districts Liaison postholder.
- Identify and apply for funding opportunities with Districts and Boroughs.
- Represent the Public Health team at relevant District and Borough meetings, networks and events.
Placemaking
- Shape the Public Health response to spatial planning and placemaking in collaboration with the Principal Public Health Spatial Planner, including influencing planning policy and co-ordinate spatial planning consultation responses.
- Collaborate with colleagues and teams with allied portfolios to identify synergies for broader public health action with a focus on physical activity, climate change, transport, air quality and mental health.
- Work with partners to identify opportunities to improve urban environments.
Food insecurity
- With the Consultant Lead, identify opportunities for greatest impact with a place-based approach to the priorities of Food Poverty Strategy and Action Plan, identifying those places most affected by food poverty and food insecurity.
- Support the relevant post holder leading on food poverty and insecurity, and with the Food Poverty Alliance (once established), to facilitate a place-based approach to those populations in greatest need.
- Support the District Leads to contribute to bespoke pieces of work that focus on places with higher levels of disadvantage / greatest need.
Healthy homes and connected communities
- Support the Consultant Lead in establishing clear Public Health priorities on healthy homes and work with partners to undertake agreed actions.
