Main duties of the job

Calderdale Council are looking to recruit a dynamic and talented Consultant in Public Health/ Public Health Medicine (registered as a Public Health Specialist with the General Medical Council, General Dental Council or UK Public Health Register). As a Senior Officer working at Assistant Director level, the postholder will play a key role in helping lead a hugely ambitious Council.

Determined to ensure our work with communities is effective, we collaborate, innovate and adapt in a challenging environment to improve the health and wellbeing of residents. Central to this are our two key strategic plans, the Wellbeing Strategy and the Inclusive Economy Strategy. The post holder will join a public health leadership team that is focussed on delivering the ambitions set out in both strategies and provides leadership across the system. As a relatively small local authority, you will have opportunities to take place-based lead roles on programmes and will have direct access to Elected Members on a regular basis.

It leads Calderdales innovative Family Hubs and Active Calderdale Programmes. A Chief Officer of the Council, the postholder will be an adviser on health and wellbeing to elected members, officers and partners.The post will be responsible for public health programmes and services, including health improvement, health protection and healthcare public health. Day to day line management accountability will be to the Director of Public Health (DPH), although the Consultant in Public Health (Assistant Director) will work corporately across all functions of the Council to support the delivery of responsibilities. The post will have a particular focus on leadership of partnerships, strategies, programmes and services to protect and improve the health of children and young people.The post holder will support the DPH and other colleagues to lead on improving health and wellbeing; underpinned by the statutory public health duty placed on the Council. The post holder will have a portfolio of responsibilities and objectives of the Council and the Health & Wellbeing Board and will act as a change agent to enable delivery of improved health outcomes and reduced health inequalities. The post holder will work across organisations, influence budgets held by partners across the borough and at a West Yorkshire level, as well as effectively lead and advocate for change. They will hold direct managerial responsibility for staff, services and budgets (in their portfolio) which directly contribute to these objectives.The post will provide leadership of corporate priorities and establish and manage effective multi-agency relationships, to maximise health improvement opportunities and the reduction of inequalities in health outcomes amongst residents.   • In line with legislation, inclusion in the GMC Full and Specialist Register with a license to practice/GDC Specialist List or inclusion in the UK Public Health Register (UKPHR) for Public Health Specialists at the point of application.
  • If included in the GMC Specialist Register/GDC Specialist List in a specialty other than public health medicine/dental public health, candidates must have equivalent training and/or appropriate experience of public health practice.
  • Public health specialty registrar applicants who are not yet on the GMC Specialist Register, UKPHR register or GDC Specialist List in dental public health must provide verifiable signed documentary evidence that they are within 6 months of gaining entry to a register at the date of interview.
