Main duties of the job

Following the recent separation of the Public Health service from Cambridgeshire County Council, we are looking for a skilled public health officer with experience of commissioning behaviour change programmes, to help ensure that we deliver high quality services that meet the needs of our population whilst improving health outcomes. This work is a key component of our aim to reduce health inequalities in the city.As our new Senior Public Health Improvement Officer (behaviour change and smoking), you will report to the Head of Public Health Commissioning and Service Development, whilst also working across the directorate. You will work across a range of public health areas, including smoking cessation, NHS health checks and weight management services.

Job responsibilities

To contribute to the achievement of Peterborough City Council (PCC) and Health and Wellbeing Integrated Care Strategy objectives to improve, promote and protect the health and wellbeing of the Peterborough population and reduce health inequalities.

To lead the strategic development of specialist areas of health improvement and ensure that this is reflected in the commissioning, implementation of programmes and services for prevention and health improvement, especially around smoking services, support and prevention.

To provide robust public health evidence that will ensure that the relevant physical and mental health improvement interventions/services are evidence based, provide cost benefits and value for money and achieve the desired physical and mental health outcomes.

To manage and deliver the strategic commissioning cycle for specific public health lifestyle and health improvement services, from determination of need, planning, delivery and management of contracts to meet identified need. This includes managing contracts throughout their term ensuring performance, quality, and value for money.

Responsible for annual budgets including demographic profiling, annual contractual uplifts for the contracts within the portfolio, supporting the Head of Public Health and Service Development to deliver against the defined objectives and improve population health outcomes.

Develop partnership working processes, project plans and commissioning strategies with a wide group of internal and external to develop, commission and co-ordinate services and be responsible for developing and sustaining partnerships that support the delivery of the Public Health Directorate objectives, the Health and Wellbeing Integrated Care Strategy, Public Health Outcomes Framework and other relevant strategic drivers.
