Job summary
This
role will provide operational HR advisory support across secure healthcare
sites, ensuring workforce practices align with NHS England contractual
requirements, HMPPS security standards, and UK employment legislation. The HR
Advisor will work closely with operational managers, clinical leads, and senior
leadership to manage employee relations, safer recruitment, workforce
compliance, and performance processes within secure settings.
Main duties of the job
Secure Estate HR
Advisory: Provide day-to-day HR advice tailored to custodial environments
including prisons, secure hospitals, and IRCs, recognising operational
pressures and security protocols.
Employee
Relations: Lead or support investigations, disciplinary hearings,
grievances, absence management, and capability cases in line with NHS best
practice and organisational policy.
NHS England &
Contractual Compliance: Support workforce practices aligned to NHS England
service specifications, CQC standards, and commissioning requirements.
Safer Recruitment
& Vetting: Ensure recruitment processes comply with safer recruitment
principles including enhanced DBS checks, right-to-work verification,
occupational health clearance, and prison security vetting.
Policy
Implementation: Support implementation and review of HR policies aligned
with NHS frameworks, ACAS guidance, and employment law.
Performance &
Workforce Management: Support managers with probation reviews, performance
improvement plans, and workforce planning within secure healthcare teams.
Stakeholder
Collaboration: Work collaboratively with NHS commissioners, prison
governors, operational leads, and clinical managers where workforce issues
impact service delivery.
HR Data &
Reporting: Maintain accurate HR records and support reporting aligned to
NHS workforce metrics, audits, and contract monitoring requirements.

- Degree in Human Resources, Business Administration, Healthcare Management, or equivalent experience.
- Certifications: CIPD Level 5 (or working towards) desirable.
Skills & Experience

- Minimum 24 years HR advisory experience, ideally within NHS, healthcare, public sector, or secure estate environments.
- Strong understanding of UK employment law, NHS workforce frameworks, and secure environment challenges.
- Excellent communication and influencing skills, resilience, strong organisational ability, and confidence working remotely with multidisciplinary teams.
- Experience with HR systems, workforce compliance tracking, and Microsoft Office applications.
