Job summary

Avon LMC is recruiting two Medical Directors to provide senior medical leadership and strategic advocacy for general practice across Bristol, North Somerset, and South Gloucestershire (BNSSG).

This is a newly established leadership role designed to strengthen support for member practices, enhance system influence, and contribute to the strategic direction of the LMC

The role is 10 hours per week (minimum two sessions) and is compatible with a GP Partner or sessional role. Postholders must remain in active clinical practice.

Main duties of the job

Provide advice and guidance to GPs and practice teams on clinical and regulatory matters

Represent general practice at local, regional and national meetings

Act as a senior point of contact for ICBs, NHS England, and other stakeholders

Support development and delivery of Avon LMCs strategic objectives

Line manages the Director of Nursing

Promote the value of general practice and engage with member practices

Contribute to communications, publications, and national conference motions

Travel within the BNSSG area will be required.

Working Pattern

The two roles will work across Tuesday to Thursday, structured as follows:

Work pattern would be 10 hours worked over either:

Role 1Tuesday and Wednesday or

Role 2Tuesday and Thursday

There would be a mandatory requirement to be available on Tuesday afternoons for both roles.

There will be an expectation of reasonable flexibility based on business need, including occasional evening meetings or system events.

What is a Local Medical Committee (LMC)?

An LMC is the statutory representative body for NHS general practitioners and GP practices. LMCs are recognised in legislation, funded by a statutory levy paid by GP practices, operating independently of NHS England, Integrated Care Boards (ICB), and employers.

Avon LMC represents all GPs and GP practices across BNSSG, including GP Partners, Salaried GPs and levy paying Locum GPs.

Purpose of Avon LMC

- Protect and promote the interests of general practice

- Advocate for GPs locally, regionally, and nationally

- Provide expert contractual, professional and workload advice

- Support safe, sustainable patient care

- Feed local GP intelligence into national policy discussions

Key Functions of Avon LMC

Representation and advocacy

Avon LMC represents general practice in discussions with the BNSSG ICB, NHS England, local authorities and other system partners.

Contractual advice and support

Providing expert interpretation of GP contracts, including advice on core GP work and contractual boundaries.

Workload and interface issues

Challenging inappropriate workload transfer from secondary care and other providers and supporting practices to manage interface problems.

Policy development

Developing local policy positions and contributing to national GP policy via the British Medical Association (BMA) and GPC England.

Professional support

Supporting GPs through system pressures and signposting to appropriate support when needed.

The Medical Director role is dynamic and is responsible for the ongoing support of the general practice in our region.

This is not an exhaustive list of duties and responsibilities, but an overview of the remit of the position.

Purpose

The Medical Director role is a new position within Avon LMC and has been established to provide senior medical leadership to the LMC. As well as providing operational support, the role will also contribute to the strategic direction of the organisation by engaging with its members, other LMCs, stakeholders and other local and national bodies. The position is responsible for representing and ensuring effective advocacy for general practice in Bristol, South Gloucestershire and North Somerset, at a local, regional and national level.

Key Responsibilities

- Providing advice and guidance to GPs and practice employees on clinical and regulatory queries, in line with relevant legislation and best practice.

- Sign posting GPs and practice employees to the appropriate bodies and services where advice is sought on non-clinical matters (including but not limited to employment, premises, administrative queries or any other matters which fall outside of the Directors area of expertise).

- Working collaboratively with the Board, Managing Director and other LMC colleagues to ensure the LMC constitution, policies and procedures are reviewed and updated regularly.

- Line management responsibility for the Avon LMC Director of Nursing.

- Maintain a strong working knowledge of key general practice frameworks including (but not limited to) the GMS contract and the Statement of Financial Entitlements.

- Support the development of the Avon LMC strategy (short and long term), including aims and objectives. Delivering feedback on the progress of this strategy to the Board, members and other stakeholders.

- Point of contact for other organisations including ICBs, NHS England and subsequent bodies, Local Authorities, Department of Health, NHS trusts and other commissioners and service providers.

- Represent LMC members at meetings with commissioners and other partners.

- Actively promote the value of GPs and the LMC.

- Manage media enquiries and speak to media representatives, where appropriate, on behalf of the LMC and its members.

- Provide feedback to members on the achievements and objectives of the LMC, as well as collecting valuable feedback from members.

- Feedback areas of concern and issues arising from LMC members.

- Attend and support key events to represent the LMC and members, including conferences and evening events where necessary, including regional LMC meetings, Committee meetings and ad hoc meetings.

- Build and maintain relationships with other GP organisations such as One Care, and the Training Hub.
