Job responsibilities
Above all else, treat service users with courtesy,
care and dignity, setting an example to employees and others.
Manage the user experience, including the availability
of information for users, mechanisms for booking appointments, accessibility of
the service, treating people equally when they have their blood taken, and
responding to users with particular needs.
Oversee an effective system for handling complaints
about the service, including taking personal responsibility when things go
wrong.
Manage demand and performance within the service,
reporting to and liaising with stakeholders, using agreed methodologies, and
demonstrating compliance to Key Performance Indicators and Quality Indicators.
Own and manage systems for regularly reporting
performance to a variety of stakeholders and liaise effectively with managers
of premises that the service occupies. Be prepared to condense highly complex
data to make it easily understandable.
Always communicate efficiently, courteously and with
clarity, whether face to face, by video, telephone or other methods. Matters being communicated may include highly
complex or sensitive information. Consider people with particular communication
needs or barriers to understanding.
Provide expert phlebotomy advice to all stakeholders.
Chair/lead and/or participate in appropriate
meetings as required.
Allocate appropriate resources to the recruitment,
training and development of a sufficient number of employees to deliver the
service to the required standard.
Be the professional lead for all people working in
phlebotomy. Demonstrate fairness, reasonableness, consistency, flexibility and
empathy in the management of employees, following all relevant policies and
procedures.
Through SYNLAB Dialogue, work with employees to
address concerns and improve their working lives.
Ensure rostering is fair, consistent and reasonable,
and have responsibility for completing rosters ensuring that they are published
sufficiently well in advance to consider the needs of employees. Responsible
for making updates/amendments to the SMI system.
Plan and prioritise tasks, work allocations,
training and quality management activities for both you and your team,
responding appropriately to the routine and urgent needs of the service.
Supporting the Training Lead and provide appropriate
training, coaching and professional leadership to all new staff, this includes
monitoring their performance and behaviour against competency standards and
their training and development plans during their probationary period.
Provide appropriate training, coaching and

Ensure an appropriate workforce is maintained within
agreed headcount and budget to meet service needs.
Be considerate of the requirements of specialist
areas of phlebotomy, including paediatrics, domiciliary visits, dynamic
function tests and samples requiring immediate processing. Maintain knowledge
and expertise in these highly specialised areas and responsible for ensuring
services run effectively and staff are aware of expectations.
Responsibility for managing
the domiciliary service to ensure it meets the service level demands and is
being run effectively and efficiently.
Be the operational lead for demonstrating to the
Care Quality Commission (CQC) that the phlebotomy service is safe, effective,
caring, responsive and well-led, with reference to the CQCs Key Lines of
Enquiry (KLOEs).
Ensure the service is compliant with all other
regulatory requirements, particularly health and safety legislation, the
General Data Protection Regulation, and the requirements of the Blood Safety
and Quality Regulations regarding samples for pre-transfusion compatibility
testing.
Take the lead on demonstrating to UKAS the services
conformity to BS EN ISO 15189:2022.
Operate the service within a quality management
system including in particular:
Controlling the publication, distribution, review
and revision of all documents.
Ensure reporting and investigation all incidents and
adverse events, entering the information in the appropriate databases in a
timely manner, conducting Root Cause Analysis and taking corrective and
preventative action as required.
Plan and organise audits through an audit calendar.
Effectively utilise the Pathology IT systems
according to authorised protocols.
Be the lead person for the appointments booking
system and the telephone enquiries system.
Be an advanced user for the employee rostering
system and the laboratory order communications system, with reference to taking
and labelling of samples.
Liaise as necessary with the logistics supplier for
the transport of samples.
Be responsible for the phlebotomy budget and have a
thorough understanding of staff and consumables costs, and the leasing of
phlebotomy premises. Ensure that consumables are managed and recorded in line
with policies. Stock counts are undertaken, and orders are placed and
authorised correctly.
Understand, and keep under regular review, the
locations, capacity and staffing of wards and clinics. Liaise with the managers
of those areas regarding the services we provide.
Review Standard Operating Procedures (SOPs) for contingency
planning, major incident response and disaster recovery and to ensure phlebotomy
services are managed resiliently. Consider employee succession planning.
Manage the introduction of new
technologies/processes to maximise the benefits accrued whilst maintaining service.
Participate in research projects or clinical trials as
appropriate.
Initiate changes in procedures or policies as a
means of developing the service to maximum efficiency output.
Responsible for developing and maintenance of
practical phlebotomy skills, including specialised areas.
Responsible for on-going competency against your
personal development plans / training plans, keep essential training up to date
and participate positively in CPD (continuous professional development)
activities through academic or practical experience. Participate in annual
joint review.
Responsible for providing
reports for the following: Daily operations, weekly Trust comms (Trust pro
forma), JV monthly board reports, sickness data & HR cases and identifying
trends and hotspots and solutions. (This requirement is likely to vary over
time.)
Specific Responsibilities
Local (within defined remit):
Deputise for your line manager on an ad hoc basis.
To participate in Senior Management On-Call roster
as required.
Responsible for ensuring over 85% staff participation in SYNLAB
dialogue.
Safety
Observe safety regulations and attend mandatory
fire, manual handling and other courses as required and ensure all staff
attendance is within required timeframes.
Risk assessment monitoring according to
procedure/policies.
To ensure the investigations of any incidents.
To ensure that the equipment within area of work is
maintained and operated as per SOPs.
To comply with policy for mandatory updates
and have knowledge of COSHH and Lifting and Handling policies.
